運用失效模式與效應分析方法改善危險機工具管理-以T型聯保廠為例

摘要


「安全至上」一直是國軍推行各項工作的目標。在聯保廠中,每天都需要使用各式各樣的工具甚至是危險的大型機具,因此修護作業的安全考量是非常重要的。本研究藉由現行國軍各級頒布之計畫、實施規定,透過勞動部各項危險機具管理規則,加以分析、比較,並運用失效模式與效應分析(Failure Mode and Effect Analysis,簡稱FMEA)方法研討整體修護作業之中,危險機工具所潛在失效問題與影響,接著以風險優先值(Risk Priority Number,簡稱RPN),排列對策實施的優先順序,並以品管手法特性要因分析找出可能失效原因,最後,透過矯正、預防措施並持續不斷改善,有效提升修護品質,建立完整保修制度、確保人員財產之安全。

"Safety first" has always been the goal of National Army operations. In a combined maintenance depot, a lot of tools and even hazardous large machinery tools are used every day, so the safety consideration of the maintenance job is very important. In this study, we collected the information to find out the important matters from the literatures, the dangerous equipment management rules issued by the current National Army and the regulations for safety inspection of hazardous machines and equipment issued by the Ministry of Labor. Afterward the Failure Mode and Effects Analysis (FMEA) method is used to discuss the potential failure problems and effects of hazardous machinery tools in the overall maintenance work, and then prioritizes the risk happened with the Risk Priority Number (RPN). By the risk occurrence ranking, we identify the possible factors and improved by quality control techniques. Finally, corrective and preventive actions can effectively improve the quality of maintenance. Hopefully, a high quality maintenance system can be established to ensure the operator safety.
