Since the development of locomotives in Taiwan, from imported contract manufacturing to independent research even development. as a result of the traffic in the urban area of Taiwan is complicated, and the locomotives are light and convenient, locomotives became the most popular transportation that favored.In recent years, due to the advancement of technology, electric locomotives have been developed. The number of electric locomotives listed by 2019 has increased year by year, which has impacted the number of fuel locomotives sold. Electric locomotives and fuel locomotives have been competing with each other for sales.In addition to the quality of services, it is also necessary to meet the needs of the customers. The direction of this study is to increase customers’ willingness to purchase the electric locomotives and to figure out the attractive characteristics of the quality of electric locomotives. In the study, by using the Kano model to discuss the electric locomotives, giving the directions of choice to all the customers, and provide low-quality attributes those providers need to improve.
