分析層級程序法於家長選擇幼兒園之決策因素評選─以桃園縣公立幼兒園為例

摘要

近年來少子化衝擊下，幼兒園所有供過於求之現象。而桃園縣政府於民國九十九年起至未來六年中，將在國小內陸續廣設公立幼兒園，讓原本就已經招生不易的園所更加難以生存，因此，各個園所須發展出園所特色以吸引家長選擇讓孩子就讀。本研究在於建立一套瞭解家長選擇幼兒園時的決策因素，以分析層級程序法(AHP)為建立權重的基礎，整合相關文獻和公立幼兒園所之管理者以及公立幼兒園所資深教師之意見，經由討論諮詢，建立家長選擇幼兒園之決策準則分析層級架構，並製作問卷，利用AHP模式得到各項評估因子權重進行分析，將家長選擇幼兒園之決策評選問題，予以系統化的處理，並有效提升決策的準確性和合理性。
本研究結果顯示評選家長選擇幼兒園之決策策略時，以教學構面為首，其次再考量師資、收托時間、環境與設備、交通與位置等因素，並依據評估指標認定權重完成「家長選擇幼兒園之決策因素評鑑表」，以供日後公立幼兒園為提升招生率以進行園所改革時有參考之方向。

All kindergartens were facing oversupply issues resulted from low birth rate in recent years and because of the numbers of public kindergartens are fewer, the government of Taoyuan County will continue to set up kindergartens in elementary schools from 2010 to 2016. This policy has made it more difficult for private kindergartens to survive and thus they must have their own characteristics to attract more parents. This study utilities the Analytic Hierarchy Process(AHP) theory which is based on public kindergartens in Taoyuan to integrate relevant literatures and the opinions of managers and experienced teachers of public kindergartens. The decision making AHP model for kindergarten selection is built-up based on discussions and consulting experts. All factors of decision making are analyzed by questionnaires for AHP model. The accuracy and reasonableness for decision making are effectively improved with systematic process for the choices of kindergartens.
The results of this study show that teaching is the first priority for kindergarten choice, followed by the quality of teachers, children care time, environments and equipments, traffics and locations. The table for kindergarten choice decision making for parents is made according to the weight factor of each indicator to provide a reference documents for public kindergartens in future enrollment rate improvements.
