國軍的化學兵部隊,在歷年各項災害防救上,扮演不可或缺之角色,相關在計畫擬定與執行作業程序上亦相當完善,然在面臨未知或缺乏資訊上的挑戰,如近期桃園機場消毒上,因有太多不確定性因素,致使在作業上仍存在相當程度風險。本研究以國軍化學兵部隊執行桃園機場消毒為背景,首先以先期整備事項,再探討執行作業上問題、透過軍事決策程序、陸軍化生放核災害救援手冊及失效模式與效應分析(Failure Mode and Effects Analysis,FMEA),將計畫擬定與作業程序透過失效模式與效應分析的分析,再利用風險優先值(Risk Priority Number,RPN),探討影響作業流程的失效模式,並藉專家之經驗與技術,加以評定各失效因子之RPN值,期能藉由提出之建議,精進計畫擬定與消毒作業程序。
The Army Chemical Troops has played an indispensable role in disaster prevention and rescue over the years. The relevant plans and implementation procedures are also quite complete. However, in the face of unknown or lack of information challenges, such as the recent disinfection mission because of chartered flight landing at Taoyuan International Airport, these uncertainties still exist risks in the operation. This research is a case study of the process of the disinfection of Taoyuan Airport by the Army Chemical Troops. First, the study discovered the failure modes of the factors by Failure Modes and Effects Analysis (FMEA), and then used the experience of experts to evaluate the Risk Priority Number (RPN) of each factors. Use the ranking of RPN to find out the high-risk factors, and hope to improve and refine the planning and disinfection procedures based on the research suggestions.
