募兵制對國防安全之探討

摘要

歷史經驗告訴我們：「兵制的優劣決定國族盛衰。」因為優良先進的武器沒有優秀的使用者，一把槍所展現之武力也比不上一把刀，而這些先進武器所展現出來的就是所謂的國防武力，而國家為了建設軍隊準備充足的國防武力，就是借由制定相關法律、法令和規章來組織、管理、維持、儲備和發展軍事力量就稱之為軍制，古代稱之為兵制，也是國家一項重要的軍事制度。基於以上所述，本研究探討的重點，係以兵役制度(募兵制)為核心。首先，為能全盤瞭解我國的兵役制度，勢須從兵役制度發展過程及演變情形，加以研究，作為殷鑑；其次為求制度上的比較，本文第三章特別介紹美國、法國、日本、等三個國家的兵制概況，以便對於募兵制的特色，加以比較參考。第四章則針對國內學者專家提出對於募兵制之意見。繼而詳細說明我國實施募兵制發展之影響與考量，並且提出建議。略抒己見，期能對募兵制有更深入認識。

The results showed that: business organization of human resources for proper planning, there is a significant positive impact on organizational performance. Employee relations indicators have a significant positive impact on the organizational and operational performance. History tells us that: "the pros and cons of the military system determines the rise and fall of the nation." Show of force because of the excellent advanced weapons do not have a good user, a gun is smaller than a knife, these advanced weapons to show upso-called defense force, but the state in order to build the army to prepare adequate defense force is borrowed by formulating relevant laws, decrees and regulations to organize, manage, maintain, reserves and development of military force called the military system, called the military system of ancientis an important national military system. Based on the above, the focus of this study, is at the core of the military service level (enlistment). First, in order to understand the overall level of China's military service potential to be from the military service level of the development process and the evolution of the situation to be studied as examples of this; for the comparative evaluation system, Chapter III Special United States, France, Japan, three overview of the country's military system, to the characteristics of the volunteer force, to compare the reference. Chapter domestic scholars and experts opinions for enlistment. Followed by a detailed description of Ming China the enlistment development and consideration, and make recommendations. Strategic express their opinions, of the right volunteer force have a better understanding.
