歷史經驗告訴我們:「兵制的優劣決定國族盛衰。」因為優良先進的武器沒有優秀的使用者,一把槍所展現之武力也比不上一把刀,而這些先進武器所展現出來的就是所謂的國防武力,而國家為了建設軍隊準備充足的國防武力,就是借由制定相關法律、法令和規章來組織、管理、維持、儲備和發展軍事力量就稱之為軍制,古代稱之為兵制,也是國家一項重要的軍事制度。基於以上所述,本研究探討的重點,係以兵役制度(募兵制)為核心。首先,為能全盤瞭解我國的兵役制度,勢須從兵役制度發展過程及演變情形,加以研究,作為殷鑑;其次為求制度上的比較,本文第三章特別介紹美國、法國、日本、等三個國家的兵制概況,以便對於募兵制的特色,加以比較參考。第四章則針對國內學者專家提出對於募兵制之意見。繼而詳細說明我國實施募兵制發展之影響與考量,並且提出建議。略抒己見,期能對募兵制有更深入認識。
