近年來,受到全球化下國際人力資本移動的影響,以及國內就業市場無法提供合適工作機會及環境,我國人民前往海外就業的趨勢,已不可避免。其影響不僅是人力資本的流失,甚至改變我國整體人口品質結構,所以探討我國人民海外就業影響之重要變因實為重要之經濟及社會議題。我國人民前往海外就業,必須具備兩要件才能實現,一是必須有前往海外工作的意願,另一個是取得赴海外工作的機會;所以探討我國人民海外就業影響因素全貌,必須就海外工作意願及機會分別探討。 本研究從個別工作者生活狀況與就業狀況的角度,探討影響我國人民海外就業之重要變因,以「海外工作意願」與「海外工作機會」為反應變數,分別建立二元羅吉斯迴歸模型,探討影響我國人民海外工作意願之重要變因。 研究發現「個人工作能力評估」分數越高者,及參予「教育訓練時數」越高者,對「海外工作意願」較高,而且「海外工作機會」也較多。而「工作年資」越長者,「海外工作意願」較低,而且「海外工作機會」也較少。此外,「男性」工作者不管是「海外工作意願」還是「海外工作機會」其勝算均較「女性」為高。至於從事職業位階愈高者,其海外工作意願及機會也愈高。
Recently, globalization causes the shift of international human capital, and domestic labor market can not provide suitable job opportunities and environment in Taiwan. The tendency of people seeking overseas employment has become inevitable. The impact of people working abroad is not only losing human capital but even changing the structure of overall population quality. Therefore, it is an important economic and sociological issue to investigate the critical factors which will affect people seeking overseas employment. Furthermore, there are two major necessary conditions for people seeking overseas employment. One is the willingness of working abroad, and the other is the opportunity of working abroad. To explore the whole picture of the important factors of people seeking overseas employment, it is necessary to discuss the willingness of working abroad and the opportunity of working abroad respectively. This study explored the important factors of people seeking overseas employment through two point of views, individual living conditions and working conditions of employee. Two binary logistic regression models were established to explore the important factors of people seeking overseas employment. The response variables of these models were "willingness of working abroad" and "opportunity of working abroad" respectively. This study found that the higher "personal working capacity assessment" and "education training hours" scores will increase both the probabilities of "willingness of working overseas" and the "opportunity of working abroad." The longer of "working years" will reduce both the probabilities of "willingness of working overseas" and the "opportunity of working abroad." The odds of "Male" employee" is higher than which of "Female" in both models. As regards the higher professional rank, the higher the willingness and the chance to work abroad are.
