災害總在不預期的狀況下發生,能做的是減少企業營運中斷並使企業持續保有競爭力。單一的災害復原規劃,可能已經不敷使用。企業不論行業、地理位置、大小規模皆須設計一套企業營運持續計畫,依據營運的特性與規模提供不同的架構與做法。 本研究以個案訪談方式進行研究。希望藉由理論與實務的統合整理分析,發展出相關的結論,期能供已導入或將導入營運持續之資訊備援系統之評估參考。 在本研究中,針對資訊備援系統關鍵因素進行深入評估分析,發現以下結論: 1.由相關文獻歸納之關鍵因素為 (1)整體成本 (2)系統可靠性 (3)系統穩定性 (4)相關廠商支援能力 (5)系統效能 (6)系統功能性 (7)系統彈性 (8)資訊人員維護管理能力 經個案訪談實證後得知,受訪的個案公司對每一關鍵因素的重要排序,並無完全一致性的看法。 2.個案公司訪談分析後發現,關鍵因素之前四大排序為 (1)整體成本 (2)系統可靠性 (3)系統穩定性 (4)相關廠商支援能力。 3.將個案公司分類為管理機關、大型銀行、一般銀行進行分析,發現前三大關鍵因素互有差異,公司規模大小及型態之差異,確實對關鍵因素之重要考量排序有所不同。管理機關著重相關廠商支援能力;大型銀行著重系統可靠性;一般銀行則著重整體成本。但前三大關鍵因素均落在(1)整體成本(2)系統可靠性(3)系統穩定性(4)相關廠商支援能力等四大因素之中。各公司對此四個因素之重要排序看法雖有不同,但卻是所有公司在選擇營運持續資訊備援系統時的重要關鍵考量因素。
Disasters always hit us under unanticipated circumstances. At such arduous times, an enterprise’s economical loss can be minimized by reducing the odds of operation discontinuity and hence sustaining its competitive power. Consequently, a unidimensional disaster recovery plan is inefficacious in coping with the needs of the enterprise. Regardless of the nature of the industry, its geographical location or its size, any enterprise would require their own customized business operations continuity plan which provides structures and methodology in correspondence with their characteristics and operation scale. This research is performed by means of a case interview. Through the integration of theory and practice, this research aims to develop an applicable conclusion which serves as a source of reference and appraisal for the companies that have implemented or wish to implement a business operations continuity information backup system. From this research, we collated the following conclusions after meticulous evaluation and analysis of the key factors of an information backup system: 1. The crucial factors of relevant references we reviewed are (1)Total Cost of Ownership (2) System Reliability (3) System Stability (4) Support Ability from Vender (5)System Efficiency (6)System Functionality (7)System Flexibility (8) Technical Personnels’ skills in system maintenance From substantiation of case studies, we gathered that there is no synonymous agreement on the sequential importance of each key factor for the relevant case companies. 2. Interviews and appraisals of case study companies inferred that the following factors are of greatest significance (in descending order): (1) Total Cost of Ownership (2) System Reliability (3) System Stability (4) Support Ability from Vender 3. For analysis, we classified the case study companies into three categories, namely : governmental management organizations, large-scale banks and regular banks. We ascertained that categorical differences and the scale of the enterprise play pivotal roles in influencing the sequential importance of key factors for an information backup system. Governmental management organizations prioritize on the Support Ability from Vender; Large-scale banks prioritize on the System Reliability; Regular banks prioritize the Total Cost of Ownership. Nevertheless these three prioritized factors are congruent with the key factors of greatest importance discussed in Point 2: (1) Total Cost of Ownership, (2) System Reliability ,(3)System Stability (4) Support Ability from Vender. Regardless of the variance in sequential importance, all the companies agree upon these four factors as vital considerations when choosing the enterprise’s business continuity backup system.
