職業災害在我國職業衛生中一直是重要的課題。雖然職業災害死亡千人率在下降,可是相對於其他國家仍有努力空間,其原因之一是勞工缺乏職業安全衛生知識。近年來勞工意識抬頭之際,越來越多的勞工開始懂得使用法律以保護自身工作權益。由於我國勞工安全衛生法規針對不同工作類型及特定種類勞工均有法令詳加規定,造成法規多如牛毛,勞工不可能全盤了解,縱然已全文檢索或關鍵字進行查詢,仍然無法有效獲得「為什麼」、「如何進行」等程序式的知識。 本研究透過知識表達提出一套職業衛生知識架構。藉由領域專家的協助,並透過知識擷取過程,將法規條文與專家的內隱知識萃取出來,嘗試將知識內容系統化且加以分類,達成內隱知識外顯化,讓職業衛生知識更易於分享與使用。同時本研究規劃設計職業衛生個案管理平台,透過此平台提供職業衛生相關知識,協助個案管理員解決廠商或是民眾詢問之問題,並將個案做有效之管理,同時成為知識擷取來源之一,強化該領域之知識。
Occupational accidents are important issue in our country. Although Occupational Injuries Ratio per Thousandth is declined, it still has room for improvement comparing with other countries. Labors lack of safety and hygiene knowledge is one of the reasons. In recent years, due to the rising of labor awareness, more and more labor begin to know how to use the law in order to protect their rights and interests. Because there are a lot of labor safety and hygiene laws, labors can not understand totally. Even if information systems already have the full text retrieval or keywords querying, it still doesn’t get effectively procedural knowledge. The purpose of this research is to design a knowledge representation that it is set up an occupational hygiene knowledge structure. We acquire occupational hygiene knowledge from related document and domain experts, and then we classify these knowledge systematically. Therefore we could transform the tacit knowledge into explicit knowledge. In this way occupational hygiene knowledge can easy to share and use. Moreover, this research also designs a case management platform for occupation hygiene. This platform provides occupational hygiene knowledge that it helps case managers to solve questions from manufacturers or citizens, and effective management. Each case becomes one of knowledge acquisition source, and also strengthens knowledge in this field.
