我國高級文官提早退休原因之研究

摘要


在面對全球化、資訊化、知識經濟時代的快速發展,以及政經社會環境變遷的嚴峻衝擊,公務人力優劣成為國家競爭力重要之資源,其中又以高級文官能力最為重要。惟正當我國政府積極規劃如何加強高級文官能力之同時,隨著時代變遷與人們價值觀念轉變,提早退休觀念早已在高級文官中漫延並以成為一種風潮。因此,本研究旨在探究高級文官選擇提早退休之原因,進而解讀高級文官提早退休現象,藉此提供政府機關未來規劃人力資本及如何留住人才之參考。 本研究採用文獻探討法與深度訪談法。研析2000年以後高級文官提早退休原因,依研究結果顯示,影響高級文官提早退休原因如下: 一、工作因素:機關首長不尊重高級文官以及專業知識。 二、體制面向:退休制度設計成為高級文官提早退休之助力。 三、政黨輪替:政黨輪替造成執政風格以及用人方式不同,進而促使高級文官提早退休。 四、外在環境:各私人機構、公私財團法人以及私立大專院積極延攬等等。 五、個人因素:如健康因素或個人生涯規劃。 最後,本文基於上開發現,並提出政策建議及未來研究方向。

The core competency of Nation is by means of those governmental human resources, especially count on the senior civilian’s capability. As the era of globalization, Information Technology and fast development of Knowledge-based economy, also the severe impact of political and economic changes in current situation as well as people’s values change; As the government tries to enhance senior civilian’s capability but in stead of facing the concept of early retirement among the senior civil service been already spread and become a trend. The purpose of study is tried to find the root causes and then to interpret the phenomenon of early retirement of senior civil service, whose conclusion can provide to government agencies for the future planning of the human capital in terms of using as talent retention in Taiwan. The ways of research including literature reviewing and in-depth interviews. To analyze the reasons of early retirement senior civil service after 2000, following shows that the senior civil service early retirement reasons are affected by: 1、Work factor: lack of respect by senior civilian officials of government departments as well as professional knowledge, which are the main causes of early retirement of senior civil service. 2、System oriented: the current retirement system becomes option selected by senior civil service early retirement. 3、Rotation by the ruling party; due to different governing style and officials selected, which urge senior civil service to choose early retirement. 4、The external environment: Senior civilians been allured and recruited by private enterprises, agencies, public/ or private corporate entities and the private universities/ or colleges... and so on. 5、personal factors: such as health factors or personal career planning. Finally, according above causes, this research will recommend available polices as well as future study direction.
