臺灣地區不完全就業者之特性分析及跨時期探討

後金融海嘯時代,臺灣就業市場上充斥著愈來愈多的非典型就業者,導致不完全就業問題成為各界關注之焦點。但其實非典型就業者中,有些係因個人因素考量,並不希望增加工時,因此要有效運用勞動力,即應深入探討非典型就業者本身是否希望增加工時。 在本篇論文中,係以非典型就業者中之非自願成為部分工時工作者為研究對象,並選出自變數包括性別、年齡、教育程度、婚姻狀況、主要工作行業、主要工作職業、廠商員工規模、工作型態、工作地區及目前的主要工作場所年資等變項。透過羅吉斯迴歸方法,建立各年度模型及跨時期探討,找出影響臺灣地區部分工時工作者希望增加工時之主要因子,藉以了解不完全就業之現況。 研究結果顯示,男性、37~50歲、專科以下、工業、藍領、小規模公司、臨時性或人力派遣及工作地區對希望增加工時與否,皆具有顯著影響。

Following the recent financial crisis, the labor market in Taiwan has witnessed a large increase in atypical employment, leading to increasing concern across society surrounding the issue of underemployment. However, in fact, a proportion of those engaged in atypical employment do not wish to increase their working hours for personal reasons. Therefore, to make the most effective use of the existing labor force, it is necessary to establish whether those engaged in atypical employment wish to increase their working hours. In this study, we examine involuntary part-time workers engaged in atypical employment. The explanatory variables are gender, age, education level, marital status, industry, occupation, number of company's employees, working style, job location, and current level of seniority at main workplace. To examine which factors influence the desire of part-time workers to increase working hours, a logistic regression is used to build a year-on-year model and intertemporal comparisons are made, thereby helping us to understand current underemployment issues. The results showed that male, age 37 to 50 years old, education level below Postsecondary Specialized College, industry, blue-collar workers, small companies, temporary staffs or dispatched employees, and job location have significant effects on desire to increase working hours.
