週休二日對勞動生產力與受雇人數影響之研究

摘要


本論文研究台灣實施每週週休二日後對各行業勞動生產力與受雇人數影響情形。研究中所選取的行業為服務業、營造業、製造業及製造業四大行業,變數資料來自於主計處歷年「薪資與生產力統計調查資料」、「中華民國台灣地區物價統計月報」、「多因素生產力趨勢分析報告」、「國民所得統計年報」、「台灣地區職類別薪資調查」及行政院經濟建設委員會經濟研究處所出版的「台灣景氣指標」,由於使用最小平方法估計勞動生產力與受雇人數模型並不具有效率性,因此本研究採用反覆近似無相關迴歸估計勞動生產力與受雇人數,並使用Difference-in-Difference分析方法來研究出各行業在實行縮減工時政策之後與之前勞動生產力與受雇人數的變化。 實證結果發現,整體產業分析中以服務業來當作參考組,在實行週休二日政策後製造業、營造業與服務業比較下,勞動生產力並無顯著地提高,而受雇人數則呈現衰退的情形。 製造業分析中以民生工業當作參考組,而實証結果發現縮減工時政策實行之後,金屬機械業、資訊電子業、化學工業的勞動生產力相對於民生工業都有顯著地成長,尤其以資訊電子業成長幅度最大,可是這三大行業的受雇人數在政策實行之後,除了化學工業藍領受雇人數相對於民生工業有成長外,其他三大行業受雇人數變化並不顯著。

The five-day workweek policy has been executed from 2001. This article attempts to provide an analysis to understand what effect on the reduced work hours for labor productivity and employment. The variables data come from Executive Yuan 「Earnings and Productivity」、「Price」 、「Business condition indicators」、「Multifactor Productivity」、「Taiwan area salary and production statistic」and「National Accounts」. The research adopts Iterative Seemingly Unrelated regressions model to estimate labor productivity and employment. For understanding the changing effect of before and after five-day workweek. This article use Difference-in-Difference method to analysis policy effect for labor productivity and employment. The empirical result includes two parts. In the first part, after five-day workweek policy, We find Manufacture and Construction Industry, their labor productivity relative to Service Industry does not significantly change. But their employment relative to Service Industry are decreasing. In the second part, we analyses the Manufacture Industry. After five-day workweek policy, Metal and Machinery Industry, Information Electronic Industry and Chemical Industry, their labor productivity relative to People Livelihood Industry are increasing, but their employment relative to People Livelihood Industry does not significantly change.
