碳存摺建制與應用芻議-以推動自行車為例

摘要


面對氣候變遷之威脅,各國無不積極推動各項節能減碳的政策與措施,例如:推廣低碳運具或力行低碳生活。低碳運具一般利用人力、動物力或再生能源驅動,例如太陽能車輛、風力車輛、自行車或其它以人力為主的運輸方式。以往大量使用化石燃料的機動車輛等移動污染源,產生日益嚴重的空氣污染問題,也是溫室氣體濃度逐漸攀升之主要原因之一。時至今日,綠色思維至今已蔚為普世價值,在各國推動永續產業與綠能科技蓬勃發展的現今,各國莫不競相發展低碳運輸、旅遊及生活,並可透過綠色、低碳或零碳運具等,具體落實低碳生活。前述運具中以非引擎及化石燃料驅動、零排放等特性的自行車獨具一格,在推廣低碳生活的潮流裡,自然成為新興休閒選項、甚或是代步工具;此外,自行車最具優勢的條件在於其零排放之特質,以自行車取代機動車輛,將可落實二氧化碳減量,並為延緩不可再生能源之使用年限盡一己之力。 本研究擬以碳存摺方式論述前揭效益,結合目前先進國家所推動低碳旅遊(low-carbon travel)概念,以一般自行車所騎乘里程數量化後,換算成「減碳量」並轉換為碳錢 (carbon money)即自行車減碳效益,透過網際網路至雲端伺服器,登入後個人碳存摺儲存。再延伸心理帳戶的概念搭配其他誘因機制使得減碳者可獲獎勵,落實節能減碳並將低碳生活思維,融入於個人態度、行為動作及日常生活。

In order to face the threats of climate change, every country tries to carry out policies and measures of energy saving and carbon reduction aggressively, such as: the promotion of low-carbon vehicles and implementing low-carbon living. Low-carbon vehicles generally use manpower, animal power or renewable energy to propel, such as: solar- and wind-powered car, bicycle or other transportation using manpower as driving force. Mobile emission sources like automobiles with extensive use of fossil fuel in the past resulted in increasing problems of air pollution, and it’s also the major reason that caused gradually increased concentration of green house gases. Today and therefore, green thinking has been considered as universal value, while various countries are now advocating sustainable industries and developing green energy technologies, they competitively develop low-carbon transportation, travel and living with implementing low-carbon living by way of using green, low-carbon and zero-carbon vehicles. Among the vehicles which mentioned above, bicycle is a unique style because of the characteristics of non-engine, no use of fossil fuel and zero emission, which becomes new option of leisure or even vehicle of transport in the trend of promoting low-carbon living. Furthermore, the superiority of bicycle over other vehicles is the character of zero emission, riding bicycles instead of other vehicles will substantially reduce the carbon emission and contribute to extending the exploitation period of non-renewable energy. The study discussed the aforementioned benefits in the way of carbon passbook, also combined the concept of low-carbon travel which being promoted in many developed countries currently, converted the kilometers of bicycle riding into carbon money, which considered as carbon reduction benefits; then upload data to the servers in the clouds by internet and write in the individual carbon passbook. Thereafter, participants get reward for their work of carbon reduction by operating in coordination of other incentive mechanism, and then integrate the low-carbon life thinking into personal attitudes, behaviors and daily lives. Energy saving and carbon reduction are the main developing direction of various countries, the calculation of carbon reduction benefits measurement is not only being calculated on the basis of country, but also can be extended to each individual; reducing carbon emission from personal reduction behaviors.
