論文提要內容: 本論文以「2011-2012年新北市客家義民文化嘉年華活動」為個案,探討公私夥伴關係,政府公部門(新北市政府客家事務局)與私部門(客家社團)均有心希望共同辦好這項具有客家文化指標象徵的活動,本論文經由文獻研究與深度訪談公私部門代表七人,分析公私夥伴關係內部情形,包括如何相互配合、如何相互支援協助。 本論文還探討「2011-2012年新北市客家義民文化嘉年華活動」的公私夥伴關係型態,就夥伴目的而言,研究結果顯示公部門(新北市政府客家事務局)與私部門(客家社團)兩者的合作關係朝向水平關係的夥伴模式發展。就成員重疊性而言,在「2011-2012年新北市客家義民文化嘉年華活動」的公私部門夥伴關係朝向協合型的夥伴關係型態。 新北市政府客家事務局(公部門)與客家社團(私部門)建立夥伴關係的成功要素分為目標共識、互信互惠、共同參與、溝通協調、資源整合五方面,綜合分析結果說明如下: 一、公私部門組成份子多為客家人,成員有部分重疊,故公私部門夥伴關係良好。 二、參與活動之公私部門重要幹部、社團理事長受到義民爺之精神感召,進而帶動公私部門成員積極合作辦理、並熱烈參與新北市客家義民文化嘉年華活動。 三、「2011-2012年新北市客家義民文化嘉年華活動」參加之公私部門成員,對客家義民信仰及客家文化均具有共同的情感淵源、共同的情愫。 四、新北市客家義民文化嘉年華活動自87年起,由私部門客家社團開始辦理,後引起公部門的關注,並挹注經費之後,該活動雖由公私部門共同辦理,政府主導力量相對稍強,惟私部門在公部門授權的範圍內仍可自行決定活動內容。 五、「2011-2012年新北市客家義民文化嘉年華活動」中負責的「值年爐主」是社團與公部門溝通的橋樑,其角色、功能與任務須有更明確的劃分。
This article is to study the partnerships of public sector and private sectors with a case study of 2011-2012 New Taipei City Hakka Yimin Cultural Festival. Both the public sector (the Hakka Affairs Department, New Taipei City Government) and the private sectors (Hakka civic organizations) have one mind and sincerely hope to work together to handle the activity very well, which possesses Hakka culture. The methods to carry on are documents analysis and deeply interviewing with seven representatives at public and private sectors. It analyzes the inside situation of partnership, including how they cooperate, coordinate, support and help with each other. The article is to study the patterns of public-private partnership of these activities. In terms of partnership purpose, the result of the survey showed that the cooperative relation of both public sector (the Hakka Affairs Department, New Taipei City government) and private sectors (Hakka civic organizations) was going toward the development of horizontal partnership pattern. On the part of overlapped members, the partnership of public and private sectors in these activities is moving toward harmonized and collaborated partnership style. The successful factors of the partnership which both the Hakka Affairs Department, New Taipei City government (Public sector) and the Hakka civic organization (private sectors) have established for years include 5 aspects - their goal consensus, mutual benefit, joint participation, communication/ coordination, resource integration. The summarized analysis results are listed as below: 1. The members of public and private sectors are mostly Hakka. Members at these two organizations are overlapped. Therefore, the public and private sectors have a very pleasant and great partnership. 2. The important cadre members of public/private sectors and the general directors of civic organization were spiritually inspired by Yimin master to stimulate their members at both departments to actively cooperate, deal with, and enthusiastically take part in New Taipei City Hakka Yimin Cultural Festival. 3. The participants at the activity of ‘New Taipei City Hakka Yimin Cultural Festival’ possess the same emotional kinship and sentiment for Hakka Yimin belief and Hakka culture . 4. New Taipei City Hakka Yimin Cultural Festival had been originally handled by private sectors since 1998. Afterwards, the process of dealing with activity brought the public sector’s attention. After public department poured much money into the activities, the government’s guiding power has become comparatively stronger though the activities are handled by public and private sectors together. The private sectors are still able to make decisions by themselves at public sector’s authorized range. 5. The yearly responsible incense heads of ‘2011-2012 New Taipei City Hakka Yimin Cultural Festival’ are playing a role of communication bridge between civic organizations and public sector. It needs more specific definitions for their role, function and assignments.
