本研究透過文獻探討及中藥製造業營運之特性的資料整理、分析,再以價值鏈分析、SWOT分析、五力分析建構之競爭分析探討產業的表現,歸納出五個評估構面(evaluation dimension),二十五個評估準則(要素) (evaluation criteria),建構出「提升台灣中藥製造業競爭力之關鍵影響因素」之層級結構。同時配合層級分析法(Analytical Hierarchy Process,AHP)進行問卷設計,選擇台灣地區中藥製造業當作研究對象,針對產、官、學總共發放30份問卷,有效回收問卷20份(回收率66.6%)。 本研究透過層級分析法進行統計,結果評估構面要素之權重依序為:「政府法規構面」為重要佔29.8%,其次依序為「產製條件構面」佔20.1%、「銷售活動構面」佔17.4%、「研究發展構面」佔17.2%,最後為「人力資源面構面」佔15.5%。在 25 項評估準則 (要素) 前十名之權重依序為:「建構國際法規環境」佔7.7%、「健保制度」佔5.8%、「市場拓展」佔5.2%、「整合中藥育成成果製造技術改良」佔5.0%、「製造技術改良」佔5.0%、「智財專利權取得」佔4.9%、「強化研發商業媒合」佔4.4%、「客戶服務」佔4.4%、「GMP、 CGMP認證」佔4.1%、「資金融通」佔4.0%。
This research has been prepared through literature review, data collection and analysis of operational characteristics of the Traditional Chinese Medicine (TCM) manufacturing industry. Industry performance was analyzed through SWOT and five forces competitive analysis. Five evaluation dimensions were identified along with twenty-five evaluation criteria (elements) to construct the hierarchy of ‘Influential Factors in the TCM industry’. Questionnaires designed around the Analytic Hierarchy Process (AHP) were distributed to TCM manufacturers in Taiwan as research subjects. 30 questionnaires were distributed targeting industry, government and academic personnel, 20 valid questionnaires were returned (response rate 66.6%). Through AHP statistical analysis, this report concludes that influential factors in descending order of important are: “Government Regulation” (29.8%), followed by “Manufacturing Condition” (20.1%), “Sales Activity” (17.4%), “Research and Development” (17.1%) followed by “Human Resource” at 15.5%. The Top 10 important criteria of the 25 evaluation criteria by weight of important were: “Construction of environment based on international regulation” at 7.7%, ‘Health Insurance Policy” at 5.8%, “Market Development” at 5.2%, “Integration of TCM incubation results to strengthen technology development” at 5.0%, “Manufacturing Technology Advancement” at 5.0%, “Obtainment of Intellectual Property” at 4.9%, “Strengthen Commercialization of R&D results” at 4.4%, “Customer Service” at 4.4%, “GMP, CGMP Certification” at 4.1% and “Financing” at 4.0%.
