台北地區建築商經營策略暨銀行業建築融資之個案研究

摘要


銀行經營安全性高低取決於銀行資產品質的好壞,如果資產品質不佳,銀行經營的安全性就會受到威脅,則其他在經營中所追求的收益性、流動性、成長性及公益性等原則,將毫無意義。由此可知,安全性是銀行經營的核心,惟有注重授信品質以確保債權的安全性,銀行才得健全經營,股東權益及存款戶權益才能有保障。 房地產業的活動一向被認為是「火車頭產業」,因有其「向後關聯」效果,亦即房地產業景氣時,可帶動建材、水泥、鋼鐵、裝潢、運輸、金融、仲介、土地登記代理等周邊事業的發展,代表房地產業活動具有領先總體經濟景氣的特性,為總體經濟景氣的領先指標。房地產業因具有強烈的地域性,對於建築業本身經營的策略,會因所在地不同,或以對特定區域了解,而採用區域性推案方式,另建築融資為銀行企業金融主力授信業務之一,建築融資案每筆貸款金額龐大,若有延滯,將對銀行逾放比率產生重大影響,故銀行應考量辦理建築業融資所面臨之問題與風險,以維護銀行授信債權之安全。 本文將以台北地區建築商所採用何種經營策略,及銀行業對其建築融資評估兩方面加以研究,並輔以個案分析,來提供建築商經營及銀行業承作建築融資授信評估的另一層思考方向。 研究最後針對台北地區建築商及銀行業者辦理建築融資提出以下建議︰ 一、建築商經營策略端視景氣循環變動及政策反應 二、建商土地取得及成本管控日益重要 三、銀行業在建築融資激烈競爭下應採取總量管制

The management security level of banking depends on bank’s assets. If the quality of the assets are poor, the management security of the bank will be threaten if this is the case, then the principles for management, such as revenue, fluidity, growth and publicity will be point less. Therefore, security is the core in banking management. In order to ensure the quality of assets banks need to supervise its loans seriously, so the shareholders and customers will be protected. Property market is taken as leader industry, for its connecting effects with the other industries. That is, when property market booms, it will help the development of industries like building materials, cement, steel, decoration, transportation, finance, estate agency, and land registration, which stands for the property market leads macroeconomics and is the leading indicator of macroeconomics. Property market is quite regional. The management strategies of construction industry is regional sale which varies with different regions and the understanding degree of specific region. Loans for construction is main crediting business of corporate finance. The amount of loans for construction is very big. If there is any non-performing loan, it would be a great influence for ratio of non-performing loan. Therefore, banks have to think over the problems and risks of having business of loans for construction to maintain the safety of creditor’s rights. This paper discuss the management strategies for constructing industry in Taipei. The paper also discuss the evaluation of collateral for banking industry to constructing industry. Using real case analysis to provide the new thoughts on the evaluation of collateral for banking industry to constructing industry. At the end of the paper, there are suggestions for constructing industry and banking industry in the evaluation of collateral 1、The management strategy for construction company’s depends on economic cycles and political issues. 2、The cost management for getting new land becomes important 3、In the competitive constructing industry, banks should control on the amount for loans
