對外直接投資對臺灣服務業與製造業Malmquist TFP指數之影響

摘要

在初期台灣對外直接投資多是以製造業為主要對象，但是我們發現自1991年以後服務業對外直接投資的金額遠超過製造業，那麼我國的對外直接投資將對我國服務業生產力造成什麼影響?
本研究首先求算出2002年至2008年服務業與製造業各業別之Malmquist生產力指數及相關之效率變動指數，接著將服務業依其特性分為「生產性服務業」與「非生產性服務業」，製造業則依產業關聯程度高低分為 「高關聯製造業」、「中關聯製造業」與「低關聯製造業」，並利用Panel Data中的固定效果模型來探討對外直接投資對於兩大產業不同分類下生產力影響的異同。
實證結果如下：
1、總要素生產力
研究發現，對外直接投資對於生產性服務業之總要素生產力有正面的影響，相反的對於非生產性服務業則是負面之影響；另外在製造業方面對外直接投資對於「高關聯製造業」之總要素生產力有提升的效果。
2、技術變動
藉由實證結果發現對外直接投資對於生產性服務業的技術變動影響為正面的，而對於非生產性服務業之影響則為負面的；另外在製造業方面之實證結果發現對外投資對於低關聯製造業之技術變動為負面之影響。
3、純技術效率變動
研究發現，對外直接投資在服務業方面對於非生產性服務業之純技術效率變動呈現正面的結果；另外在製造業方面對於低關聯製造業之純技術效率變動也是正面之結果。
4、規模效率變動
研究發現，對外直接投資對於非生產性服務業與高關聯製造業和低關聯製造業之規模效率變動皆存在正面顯著之影響，反之對其他類別產業則是負面的影響。

Many years ago, manufacturing sector plays the major role in foreign investment, but we found since 1991 the amount of money in foreign investment of service sector has been transcended manufacturing sector. Do outward FDI cause what kinds of influence on domestic service sector productivity?
At first, we measure the service sector and manufacturing sector Malmquist productivity index and the related efficiency index over the time period 2002-2008. Second, we classification of service sector is based on their characteristics and manufacturing sector is based on industry sectors associated. Our econometric estimation is based on a pooled time series/cross-section data set with fixed effect model. The empirical results are as follows:
1.Total Factor Productivity
We found the productive service sector on FDI has a positive impact, but for non-productive service sector has a negative impact; the other hand, the high relevance of FDI in industry TFP has a positive impact.
2.Technical Efficiency Change
We found the productive service sector on FDI has a positive impact, but for non-productive service sector has a negative impact; the other hand, the low-relevance of FDI in industry technical efficiency change has a negative impact.
3.Pure Technical Efficiency Change
We found the non-productive service sector of FDI in pure technical efficiency change has a positive impact, otherwise, the low-relevance of FDI in industry pure technical efficiency change has a positive impact.
4.Scale Efficiency Change
We found FDI for non-productive service sector, high-relevance industries and low-relevance industries in scale efficiency change are positive, and others are negative.
