臺北市推動腳踏車使用生活化之研究:公私協力的觀點

摘要


臺北市政府於民國93年提出腳踏車1、3、2政策,包含整體腳踏車環境改善期程與分工配套,迄今已四年,隨河濱腳踏車道路網之完成,臺北市長郝龍斌亦宣示將加速市區腳踏車道路網之發展。本研究以文獻分析、參與觀察、深度訪談,檢視臺北市腳踏車政策推動成果、環境現實、法律規定,整理出一套完整的腳踏車公共議題知識架構,包含腳踏車運輸、運動、休閒等面向,能作為政府相關單位施政之參考,增進民間腳踏車騎乘推廣組織監督政府、參與公共議題的管道與能力,亦為後續腳踏車政策研究者鋪下一條便捷的道路。 研究成果: 1. 提出臺北市腳踏車通勤障礙各項具體因素及可行之改善建議。 2. 針對河濱公園與河濱腳踏車道維護、河濱與市區腳踏車道連結、河濱與市區公共腳踏車租借站委外經營管理、騎乘活動與教育宣導等重要公私協力議題,探究政策及協力效益、合作方式,並提出改進建議。 3. 分析交通管理與交通工程規定,及其修訂之影響,並根據交通事故數據,提出法令修訂、交通安全教育與交通執法之必要性。 4. 彙總國家總體腳踏車推廣政策,並說明對地方政府施政之影響。 5. 分析民間腳踏車騎乘推廣組織之影響力,政府如何與民間團體、民眾進行有效之互動與合作。

並列摘要


Taipei city government proposed “bicycle policy 1, 3, 2” in 2004, including the whole environment improvement stages and measures. Until now, four year past, riverside bicycle network was already completed, and Mayor Hao Long Bin also declared that will accelerate development of the urban district bikeway. Through literature review, field study, and in-depth interview, this study inspect the bicycle policy achievement of Taipei city, environment, and laws, and reorganizes a complete set of public bicycle subjects and knowledge construction, including the transportation, the exercise, the leisure and so on, can be the reference of the administration, enhancing cycling advocacy organizations’ ability and ways to supervise government and participates in the public subjects, also spreads a convenient path for following bicycle policy researcher. Research results: 1. Propose bicycle commuting obstacles of Taipei city concretely, and corresponding improvement strategy. 2. Inquire into the benefits and the approaches of public-private unites efforts issues, and puts forward the improvement proposals, including maintenance of riverside park and riverside bikeway, the connection of riverside and urban bikeway, riverside and urban public bicycle rental service management and outsourcing, bicycle activities, traffic laws education, and cycling training. 3. Analyze traffic and engineering laws, the influence of the revision, and according to the traffic accident data, propose the necessity of law revision, traffic safety education, and law enforcement. 4. Compile the national overall bicycle policies, and explain the influence to the local authority administration. 5. Analyze the influence of civil cycling advocacy organizations, and how the governments with the civic body, the populace carry on the effective interaction and the cooperation.
