臺北市新北市戶政事務所效率評估之研究─資料包絡分析法之應用

THE EVALUATION OF EFFICIENCY OF THE HOUSEHOLD REGISTRATION OFFICES IN TAIPEI CITY AND NEW TAIPEI CITY : AN APPLICATION OF DATD ENVELOPMENT ANALYSIS

摘要

戶政為國家庶政之基礎，且戶政事務所身為常與民接觸之第一線服務機關，其行政績效實有進行評估之必要，以作為各戶政事務所及其主管機關改進效率之參考。本研究係以資料包絡分析法針對臺北市新北市41家戶政事務所，進行自2006年至2009年經營效率之評估，所選定的投入項為人事費與業務費，以戶籍登記案件數、戶籍行政案件數及公文處理案件數為產出項進行實證分析，並藉由差額變數分析提供無效率單位之改善方向與幅度，最後運用麥氏指數衡量各戶政事務所之跨期效率變動情形。實證研究結果如下：
（一） 新北市戶政事務所之總技術效率優於臺北市戶政事務所。
（二） 新北市戶政事務所之純技術效率優於臺北市戶政事務所。
（三） 臺北市新北市大部分戶政事務所之規模無效率，係因營運規模過大所致。
（四） 生產力變動情形方面，臺北市戶政事務所於2008年至2009年此跨期之總要素生產力變動呈現成長；新北市戶政事務所於2007年至2009年兩個跨期之總要素生產力變動均呈現成長趨勢。

One of the major business of Household Registration Office is suppling citizens with satisfactory service. Therefore, it is important to measure their performance and advise them how to improve their operational efficiency. This article applied Data Envelopment Analysis to evaluating the relative efficiency of 41 Household Registration Offices in Taipei City and New Taipei City from 2006 to 2009. The inputs are personnel expense and ordinary expenditure, while the outputs are household registration cases, household administration cases and governmental paperwork cases. Besides, this research adopts slack variable analysis to recommend to inefficiency units the way to improve their performance. Finally, this thesis also applies Malmquist Index to measuring the efficiency change of Household Registration Offices in Taipei City and New Taipei City. The findings of this study are as follows :
i. The technical efficiency of Household Registration Offices in New Taipei City is better than that in Taipei City.
ii. The pure technical efficiency of Household Registration Offices in New Taipei City is better than that in Taipei City.
iii. The operational sacle of most of Household Registration Offices in Taipei City and New Taipei City is too large, which leads to their inefficiency.
iv. The total factor productivity change of Household Registration Offices, Taipei City from 2008 to 2009 is increasing; The total factor productivity change of Household Registration Offices, New Taipei City from 2007 to 2009 is increasing.
