臺北市公營住宅政策績效評估之研究

摘要

本文以臺北市公營住宅政策為研究主題，透過績效評估相關理論文獻之蒐集，建構適用個案之評估架構，依此評估政策產出（policy output）並瞭解政策執行情形與其缺失待改進之處。本研究採文獻分析法、質化訪談法進行，研擬五大績效評估構面與九大評估指標如下：
（一）五大評估構面：政策目標、政策方案設計、政策執行、政策回應與政策滿意度。
（二）九大評估指標：目標達成度、方案完整度、方案適當性、政策執行力、政策回應度、政策滿意度、租金滿意度、居住品質滿意度與居住單元空間大小滿意度。
本研究有23項研究發現，並依研究發現內容提供短中長期性對策，共計3項短期性對策與4項中長期性對策供相關單位參考。

This thesis aim to study on the Taipei public housing policy , through performance evaluation’s theory to construct evaluation framework. By this framework to understand the Policy output situation and and problem.
This study uses literature review, in-depth interviews to study on public housing policy by exploring the ：
(1) policy goal, policy project design, policy execution, policy response and policy degree of satisfaction.
(2) goal agreement, the plan integrity, the plan aptness, the policy carry out the strength, the policy response, the policy degree of satisfaction, the rent degree of satisfaction, the housing quality degree of satisfaction and the housing unit space size degree of satisfaction.
This research has 23 research discoveries, According to data collection and analysis of the literature review and the in-depth interview, several suggestions for this public housing policy.
