On the Social Housing Policy and Social Care in Taiwan

摘要

本文討論我國的社會住宅政策與社會照顧服務的結合，試圖透過以住宅安置為主軸的切入方式，建議結合社會住宅與社會照顧政策，以因應我國社會變遷與人口快速老化下的社會照顧需求的增加。文章首先回顧歐美各國社會住宅政策的歷史發展；其次，檢討我國的國民住宅政策，以及分析專門供作弱勢團體居住之平價住宅、勞工住宅、原住民住宅、老人公寓、單親婦女住宅、受暴婦女庇護住宅等。最後，試擬一套結合社會住宅之社會照顧政策。作者將社會住宅作為社會照顧的基地分為在宅支持之住宅形式、支持性住宅，以搭配不需要協助之住宅和機構式照顧，共構我國社會照顧服務的主體。

This paper examines the social housing policy and social care in Taiwan. Firstly, social housing in Europe and America are reviewed. Secondly, the people's housing policy in Taiwan is examined. Thirdly, housing for the disadvantaged in Taiwan is discussed. Finally, a scheme for the integration of social housing and social care policy is proposed based on the continuous care for older people and disabilities from independency through dependency. There are four types of accommodation for older people and disabilities discussed: unsupported accommodation, support in house, supported housing, and institutional accommodation. This paper focuses on support in house and supported housing especially.
