社區民眾節能減碳認知與行為 關連性之研究-以新北市三峽區為例

摘 要

節能減碳已成為全球因應氣候變遷的最重要減緩措施，聯合國氣候變化綱要公約 (United Nations Framework Convention on Climate Change, UNFCCC) 倡議民眾應從「微行動，微改變」(momentum for change, change for good)做起，提高國民認知，改變國民低碳生活模式，已成為全球因應氣候變遷的重要一環。爰此，透過教育宣導提高國民氣候變遷與節能認知，從而，建立國民節能減碳的積極態度 (attitude)，進而，改善行為 (behavior) 模式，落實節能減碳於生活行動 (action) 中。新北市全國低碳試範城市之一，積極推動節能減碳教育宣導，爰此，本研究將選擇新北市三峽區居民，進行節能減碳認知與行動的關聯性問卷調查，期望瞭解居民對節能減碳認知度，及影響節能減碳行動關鍵因子，做為節能減碳教育宣導策略及經濟誘因工具研擬之參考依據。
本研究結果發現，根據問卷顯示對於民眾節能減碳認知、節能減碳態度與節能減碳行為之研究中，教育程度、月收入呈顯著正相關；與居住地較無相關；年紀越大越關心環境；對於節能減碳越有感；整體對節能減碳認知上，大都持正向的選項，舉凡用省電電器、全球暖化、能源短缺、節電減排等認知概念，都近八成以上都持同意及非常同意，至於態度方面，雖有下降趨勢，但是也超過六成以上同意及非常同意；就節能減碳行為瞭解程度之交叉分析，教育程度越高瞭解程度越高；職業別來區分以科技業與軍公教人員瞭解程度最高；無論收入高低，都對節能減碳持正面的態度，認知與行為也較顯著；綜觀三峽區在新北市雖人口比例沒有佔很大的比例，數據顯示許多政策已落實在社區民眾。
本研究利用因素分解法，檢定問卷調查題目與其分類構面 (或因子) 的適宜性，以及構面間的關聯性分析。研究顯示，本研究所設計的問卷調查題項，大都符合其構面屬性。同時，本研究也發現，民眾的節能減碳認知的確有助積極的減能減碳行動，然而，民眾正確的節能減碳態度並沒有顯著影響其行動。

Energy conservation and carbon reduction has become the most important mitigation measure to tackle climate change. UNFCCC (United Nations Framework Convention on Climate Change) proposed that the public should start from doing “momentum for change, change for good”. To promote public awareness and to change public’s life style into low carbon living has become an important step in global counter measure to tackle climate change. Therefore, promoting public awareness on climate change and energy saving by education and enlightenment in order to develop the public’s positive attitude on energy conservation and carbon reduction and improving behavior pattern can put energy conservation and carbon reduction in daily action. New Taipei City is one of the low carbon model city in the country, and aggressively promotes the education and enlightenment on energy conservation and carbon reduction. Thus, this study chooses the residents in New Taipei City Sanxia District, and conducts a relational questionnaire survey on their awareness of energy conservation and carbon reduction and their action. We expect to comprehend their awareness on energy conservation and carbon reduction, and the key factors on influencing the action of energy conservation and carbon reduction. By taking those as the references, we can establish the policies of the education and enlightenment on energy conservation and carbon reduction, and develop the tools for economic approach.
According to the survey of this study, the results reveal that the public awareness, attitude and action on energy conservation and carbon reduction is significantly positively correlated with education level and monthly income, while weakly correlated with residential area; the older people get, the more environmental concern they have; and the more awareness they have on energy conservation and carbon reduction. In general, regarding the awareness on energy conservation and carbon reduction, most people’s choices are positive. For example, regarding the awareness of using energy saving devices, global warming, energy shortage, power saving, and emissions reduction, more than 80% of respondents agree or strongly agree. Regarding attitude, the percentage is down, but still more than 60% of respondents agree or strongly agree. Regarding the cross analysis of the understanding degree of the action of energy conservation and carbon reduction, the higher the education level, the higher the understanding degree. To classify the understanding degree by occupation categories, the information technology sector and military, public and teaching personnel have the highest understanding degree. Concerning energy conservation and carbon reduction, no matter how much the income is, all respondents have positive attitude and their awareness and action are obvious. To take a broad view, Sanxia District does not take a large proportion of population in New Taipei City, but the data reveal that lots of policies have been implemented on the community residents.
This study utilizes decomposition methods to assess the suitability of questionnaire of survey and its category aspect (or factor), and the relational analysis between the aspects. The finding of this study is the designed questionnaire survey items match their attribute of aspects. This study reveals that public awareness (not correct attitude) on energy conservation and carbon reduction has a positive relationship with the aggressive action of energy conservation and carbon reduction.
