能源管理系統之持續改善與應用

摘要


隨著人類活動增加,無論工業生產或日常生活,其能源需求量是日益劇增,進而造成全球溫室效應及氣候變遷問題層出不窮,故如何利用系統手法來有效管理組織能源系統,提高能源使用效率,減少能源損耗,乃成為當今重要的課題。 有鑑於此,國際標準組織於2011年6月正式公布「ISO 50001能源管理系統」標準,其以PDCA管理邏輯架構為基礎,兼容「ISO 9001品質管理系統」與「ISO 14001環境管理系統」之精髓與作法,以系統化進行組織之能源管理,提供組織完善的能源管理措施,讓組織之能源使用效率及成本效益達到最佳化。 本研究參考可量測、可報告、可查證(MRV)機制與能源管理系統、能源查核表單進行結合,並以持續改善的概念針對企業守規性評估及能源查核,提出對於能源管理系統的管理流程,協助企業或者組織未來於能源管理系統的驗證,並透過案例進行應用,期望減少能源之使用,進而促進溫室氣體減量之推動,達到環境保護及永續發展目標。

According to the increased human activities, energy demand is growing surge regardless of industrial production or daily life. The global warming and climate change issues are emerging. It is becomeing to an important issue to know how to use the systems to approach the effective management of organizational energy systems, and improve the efficiency of energy use to reduce energy loss. In view of this, International Organization for Standardization (ISO) published standard ISO 50001- Energy Management System in June 2011. Energy Management System management is based on ISO 9000 - Quality management systems and ISO 14001- Environmental Management System. It is adopted the idea of full process control and the mode of PDCA (Plan-Do-Check-Act) in Energy Management System. This standard is intended to provide organizations with a recognized framework for integrating energy performance into their management practices, and will provide organizations with increase energy efficiency, reduce costs and improve energy performance. In order to bring up the idea of continual improvement for assessment of compliance and review of energy, this paper used the idea of Measurable, Reportable, and Verifiable mechanism to compare ISO 50001- Energy Management System for the devices to improve energy efficiency and to propose effective energy management practices. The study aims to be an important reference for energy efficiency management and reduction of greenhouse gas emissions, and also tried to reach the goal of protection for environmental and sustainable development.
