臺北市戶政機關創意提案之執行評估-以國民身分證之提案為例

摘要


本論文係針對臺北市戶政機關經複審通過並實施的國民身分證3個創意提案(包括:提案一「縮短申請書保存年限」、提案二「單純換證應親自申請」、提案三「以6乘9方格輔助人貌辨識」)之執行為評估對象,以戶政人員的觀點,就提案認知與傳遞、提案目標達成度、人員認同與回應等評估構面及項目,以瞭解各提案實施概況、執行成效,以及執行之問題所在。 本研究經由文獻分析法以及回應性評估研究法,主要發現如下: 提案一:身分證業務承辦人及檔案管理人員較櫃檯受理人員瞭解此提案。多數戶所依規定保存年限銷毀,且可增加檔案室存放空間。少數戶所則繼續留存參考使用。受訪者大多贊同此提案,並建議身分證申請書電子化的運用。 提案二:戶政人員對此提案大多瞭解並可有效防範身分證遭偽冒領。多數受訪者贊同此提案且認為具有創新價值,並認為現場拍照可防範偽冒領情事發生,同時提出遷徙換證與單純換證規定互有矛盾之處。 提案三:目前大部分戶政人員較不清楚有此辨識工具。因受到相片的拍攝角度影響而難以比對,以致使用率較不高。惟從無到有,此提案具有創新價值。受訪者認為應利用影像軟體系統等高科技方式,提供加強人貌辨識。 根據上述發現,確實瞭解戶政人員所關切的議題與主張,歸結出下列建議: 提案一:1.身分證申請書電子化的運用2.身分證申請書應以初、補、換領類別區分保存年限。 提案二:1.廣為告知單純換證應親自辦理2.依情況採取現場拍照方式。 提案三:1.採用高科技的方式輔助人貌辨識2.持續辦理人貌辨識教育訓練3.建立身分證遭偽冒領案例e化平台。 其他建議:1.增加提案之檔案分享及區分類別2.落實線上公文傳閱。

The thesis evaluates the implement of the three innovative proposals (including: Proposal One “Shorten the reservation years of the application forms”, Proposal Two “The renewal of card needs to be applied in person”, Proposal Three “Using 6 x 9 squares to supplement human face differentiation”) on the national identification card reviewed, passed and implemented by Taipei city household registration office. This study is to evaluate aspects in proposal recognition and delivery, proposal goal achievement and officer’s recognition and response in order to understand each proposal’s implementation, implement result as well as implement problems from the household registration officer’s perspective. Through literature analysis and response evaluation, the findings of this study are as follows: Proposal One:The officer in charge of the identification card and the files understand this proposal better than the counter receptionist. Most household registration offices destroy the forms within the reservation years regulated by law, which increases storage space in the file room. Few household registration offices continue to reserve the forms for reference. Most interviewees agree with this proposal and suggest that the application for identification card be electronized. Proposal Two:Most household registration officers understand this proposal and think that it will effectively prevent the identification card from being forged or falsely claimed. Most interviewees agree with this proposal and consider it innovative. They think that taking pictures on the spot prevents forgery and false claim, meanwhile, they also bring to our attention that the regulation on card renewal due to migration contradicts with that on general card renewal. Proposal Three:At the moment, most household registration officers do not have a good understanding about this differentiation tool. The usage rate is not high because the faces are hard to compare due to the effect of the picture’s taking angles. However, this proposal is innovative as it starts from scratches. The interviewees think that high technology such as video software system should be applied to provide human face differentiation. According to the above findings, we indeed understand the concerns and suggestions of the household registration officers and we summarize their suggestions as follows: Proposal One:1.Electronization of the identification card application form 2.The reservation years of the identification cards need to be differentiated by categories “first-time”, “replacement”, “renewal”. Proposal Two:1. The regulation that the general renewals of identification cards need to be applied in person should be widely announced.2.Adopt on-the-spot picture taking method according to circumstances. Proposal Three:1. Apply high-tech methods to supplement human face differentiation 2.Continue with human face differentiation education training 3.Establish an e-platform with cases of identification card forgery and false claim. Other suggestions:1. Increase the proposals’ file sharing and differentiation categories. 2. Realize online official document circulation.
