整合能源安全與糧食安全價值之生質能源獎勵機制之研究

摘要

糧食安全與能源安全是生質能源發展的兩項重要議題，本研究建立包括生質能源與料源作物生產的整合補貼模型，分析政府之最適補貼策略。獲得本研究主要結論如下：(1)政府直接補貼生質酒精產量或毛熱值，將降低生質酒精市場資源分配效率，產生環境風險現象；(2)政府補貼生質酒精料源作物生產，料源作物產量變化不確定，如果補貼金額大於糧食安全成本，則料源作物生產增加；(3)生質能源與料源作物補貼呈反向變動關係，如果政府提高生質能源補貼，則在糧食安全成本愈高情況下，為降低糧食安全風險，政府應大幅降低料源作物補貼；(4)如果生質能源淨熱值愈高，在相同料源作物補貼金額下，為維護能源安全，政府應提高生質能源補貼。

Both of energy and food security are two concerned key issues to launch bio-energy in the world. This study establishes two sector models, i.e. bio-energy and feed stocks market, and discusses the optimal subsidy policy by the government. The main results are obtained as follows: (1) Gross calorific value subsidy will reduce allocation efficiency of bio-energy market and increase environmental risk; (2) If subsidy amount higher than food security cost that will courage feed stocks production; (3) Bio-energy subsidy is negative relationship with feed stocks subsidy, in other words, if government increase bio-energy subsidy then must decrease feed stocks subsidy significantly when food security is high enough; (4) At the same amount feed stocks subsidy, if net calorific value of bio-energy increase, in order to maintain the purpose of food security, then government must increase bio-energy subsidy.
