捷運系統開發對土地使用與價值之影響:以可及性分析為基礎

摘要


自最早的木柵線完工起用後,五年間沿線的人口成長比例為7.77%(同一時間台北人口僅成長0.94%),這表示捷運系統具有吸引力,帶動捷運系統周圍成長。在過去的研究多採用特徵價格函數,發現交通系統能夠提升土地的價值,本研究改用羅吉特模型進行實證研究,同樣得到證明,如果捷運系統成功創造新的路徑,改變土地的連結方式,產生新的可及性,土地的價值即因可及性的上升而提升。除此之外,土地的可及性同時會改變土地的使用方式,導致捷運站周圍的商業活動蓬勃發展。 本研究應用羅吉特模型進行實證研究,第一部份的結果顯示在捷運通車之後,呈現越接近捷運站則越容易成為商業使用,越遠離捷運站則越容易成為住宅使用的結果,證明捷運系統確實會改變土地使用方式。第二部份分析與都市中心(台北車站)之間的可及性是否會影響房地價值,結果顯示當通勤至台北車站的時間越長(可及性越小),土地價值則呈現逐漸降低的結果,這樣的結果意味著可及性是土地價值重要的影響因素之一。

During the initial five years of Muzha line into operation, the population growth alone the line proportion is 7.77% (at the same time, the population growth proportion in Taipei is only 0.94%). Rapid transit system is attractive and drives growth. In the past research, scholars used the Hedonic Price Method and discovered that transportation system could promote land value. I use the logit model in the study, also to prove that the rapid transit system could promote land value. If Rapid transit system creates new pathway and the new linked way as a change of land accessibility, land value promoted is because of accessibility improvement. Besides, new accessibility also causes land use changes, leading the surrounding areas of the rapid transit system station to commercial activity. This paper applies the logit model in an empirical study. The empirical study shows two evidences. when rapid transit system begins operate, commercial activity emerges close to the rapid transit system station with the residential far away. It proves that rapid transit system changes land use. The second part analysis concludes that the accessibility to city center (The Taipei Main Station) affects land use and housing prices. The result shows that longer commuting time results in lower land value. It proves that the accessibility of Taipei Main Station is an important factor of land value.
