臺中都會區鐵路高架捷運化計畫對減碳效益之影響

摘要


全球經濟迅速發展,面臨全球暖化所帶來之衝擊與影響,綠色交通相關議題開始被重視並在各國推廣。臺中市獲選為臺灣中區低碳示範城市,積極推動節能減碳,以建構「大臺中市低碳城市,發展綠色經濟與生活」為目標。其中配合「推動綠色運輸」計畫,近年臺中市推廣多項大眾運輸與交通政策,如優化公車專用道、MRT…等。臺中都會區鐵路高架捷運化計畫為其中重要建設,透過鐵路高架化與綠色交通政策配合,達到低碳城市減碳之目標。   在節能減碳的趨勢下,各國皆積極推動綠色交通政策。本研究以低碳城市做為背景議題,探討臺中都會區鐵路高架捷運化計畫之減碳效益。鐵路高架捷運化為臺中地區提供了新的契機,既有車站周邊已密集發展,但因鐵路阻隔導致發展失衡或沒落,透過臺中都會區鐵路高架捷運化計畫之執行,可縫合都市紋理,騰出帶狀之地面生活廊帶,並增設五個車站。臺中都會區鐵路高架捷運化計畫將讓臺中低碳城市發展更向前邁進一步。 目前臺灣碳排放量與鐵、道路相關論文研究多以鋪面材料、制度政策與經濟效益評估等為主;鐵路高架化除了改變交通道路之模式外,也創造出了橋下可利用之空間,因此有必要加入橋下空間碳排放量的研究探討。   本研究將臺鐵高架捷運化對減碳效益之影響分為2大構面、5項評估因子。臺中都會區鐵路高架捷運化計畫對減碳效益之影響架構中仍以大眾運輸為首要考量之指標因子,權重佔0.3134;其次為植栽綠化與綠建築,兩者皆為綠色環境構面因子,權重分別佔0.2183與0.1944,應有效利用原鐵道及高架下空間,提供與周邊社區互動之綠色環境,以達到減碳之效益。

As the rapid development of international economic, the impact and influence of global warming turns out to be the major concern of the governments, meanwhile, the issue of green transportation has become proposed as the focus to cushion the environmental impact. Taichung city was selected as the low-carbon city demonstration in central Taiwan, aiming at promoting energy saving and carbon reduction and constructing low-carbon city and life with green economic. The Green Transportation Project is a program of the project and the city government has proposed a few transportation plan for the supplementary plans for the project, such as the establishment of bus exclusive lane and MRT. Among the proposed plans, the Taichung Metropolitan Railway Track Elevation Project is a critical construction for achieving low-carbon city by the execution of railway track elevation and green transportation. Within the context of energy saving and carbon reduction, the governments around the world has put the promotion of green transportation in high priority. The study takes the low-carbon city as the background issue, analyzing the carbon reduction efficiency of the Taichung Metropolitan Railway Track Elevation and Pre-MRT Project. The project has provided opportunities for the development of the central area of the city, of which the development has been severely limited by the division of the rail track and the over development around the existing stations. The project, planning to add 5 stations for the area, can bring together the divided districts and create a new local living hub, in addition, advances the development of the low-carbon city. By far, the studies on the carbon emission of the trains and mobiles in Taiwan are mostly related to the front material of the track and the road, and the evaluation on the policy and the efficiency. However, the rail track elevation changes the transportation mode and free the space from the existing track, and it’s necessary to discuss the carbon emission from the space under the elevated track. The Study probes into the carbon reduction efficiency generated by Railway Track Elevation and Pre-Metro Project and includes 2 constructs and 5 evaluation factors. The mass transportation efficiency is the primary index factor of the carbon reduction efficiency generated by Taichung Metropolitan Railway Track Elevation and Pre-Metro Project, weighted at 0.3134. The second index factor is the planting and green building; both are factors relating to the green environment, weighted at 0.2183 and 0.1944 respectively. The efficiency of carbon reduction shall be maximized by utilizing the space released from the original rail track and the new space created by the elevated project and providing a green environment which is spatial friendly for the community.
