能源短缺、全球暖化為21人類所面臨重大挑戰,有鑑於打造低碳城市為台北市政府長久以來重要的施政方針,本研究結合台灣潛力產業及建構綠能城市的理念,透過文獻分析及深度訪談從政策工具觀點對台北市政府推廣LED光電照明提出策略性政策建議,進而達到節能減碳、建立台北市低碳環保節能形象及促進LED產業發展的政策目標。 研究發現;LED目前在商用照明、景觀照明、顯示照明最具優勢,另外由於LED產業未達穩定期,技術、價格都有在進步的空間,且消費者對產品效能要求程度不一,因此現階段不鼓勵以強制性方式將原本使用之光源汰換為LED產品或是單獨對LED照明提供補貼,而產業標準制訂、產品檢驗等管制性工具有賴中央政策制訂。根據研究結果,本研究對台北市推廣LED照明的政策建議如下:建立台北市節能產品採購系統以提供LED產品資訊協助企業篩選產品及降低採購成本、利用舉辦大型活動的機會展現台灣LED產業實力、採用LED進行台北市夜間美化及規劃藝術表演、建立示範案、對企業及民眾進行宣導教育、提供產品購買補助、舉辦競賽並對表現傑出者提供獎勵、企業簽署自願性協議及自我執行用能監控。執行上自願性、資訊性、管制性、誘因性四種政策工具需相互配合使用才能使政策達到理想效果。
Resource scarcity and global warming has become a major challenge for today’s globalized world. Developing a low-carbon city has long been one of the important policy objectives for Taipei City Government. Due to the trend of environmentally friendly lighting, LED lights has emerged in the last 10 years. Expanding the application of LED lighting is one of the ways for Taipei City to build a green, smart city. The purpose of the study is to propose LED lighting promotion strategies for Taipei City Government from a policy instrument perspective. This study used in-depth interviewing and literature review as the main source of data collection and the recommendations are as follows. First, raise the public awareness on the subject of climate change and enhance public knowledge about LED lighting production through public media and education. In addition, use of LED should be encouraged as the material of architecture and landscape lighting design for municipal beautification projects as well as other public works. Furthermore, opportunities to participation in international activities in Taipei for the introduction of LED lighting and show the strength of Taiwan LED industry should be promoted. Second, establish a government energy saving production procurement system to ensure production quality and give support of production selection. Third, implore enterprises to sign a voluntary preferential procurement agreement and practice self-monitoring of electricity consumption and take part in related competitions, and forth, use economic incentive, including providing purchase subsidy and reward to the outstanding participants in related competitions, such as creative LED application, LED lighting design for municipal beautification, etc.
