臺北大學公文電子化導入線上簽核執行評估:使用者觀點

摘要


文提要內容: 在資訊科技普及下,各國政府推動電子化相關作業方式,更視為各國競爭力指標,我國政府推動電子化相關作業不遺餘力,無論於服務品質及行政效能,已獲相當的成果,電子公文為我國電子化政府中重要的子計畫之一。推動公文電子交換、公文製作電子化及公文線上簽核。電子公文線上簽核改變以往的作業方式,更能提升行政績效,不僅如此亦能達成節能減碳的目標。 使用電子公文線上簽核系統,與以往電子來文紙本列印不同,全國機關學校於101年底才全面上線施行,臺北大學已實施多年,故本研究以國立臺北大學為例,進行電子公文線上簽核系統的調查分析,瞭解電子公文線上簽核系統推行成功的關鍵因素、推行期間遭遇的困難、系統使用效益及滿意程度,以此調查研究結果做為其他機關學校的借鏡及改進的依據。 經由分析結果得到以下結論,關鍵成功因素為高層主管的支持與投入、使用者的參與配合,教育訓練、設置專責單位推動、支援經費充足、政策推動分階段共六項因素。推行期間遭遇的困難為新的政策推動面臨改變以往的作業方式,使用者不習慣,推動者必須與各系所及相關行政單位不斷溝通,公文系統為機關運作方式必須依據學校運作方式及需求不斷修改,而目前推動線上簽核仍有瓶頸需突破,不是每種公文均可採用線上簽核方式,線上簽核使用量仍有限制。調查顯示使用者對於系統正確性、友善性、穩定性、操作性及功能性方面給予系統滿意評價,認為系統具有資訊安全足夠。使用公文線上簽核系統因節省傳遞時效及降低作業成本,確實可提升行政效率及提升工作品質。

Because of the development of information technology, how the government promotes the electronic operation is considered an important competitive indicator. One of the main E-government policies is the electronic document system which includes electronic document exchanging, electronic paperwork composition and online document approval. This has altered the previous working practice in order to not only facilitate more administration efficiency but also conserve energy and reduce CO2 emissions. Using online electronic document approval is totally different from pervious hard copy documents. Apart from other institutions which adopt this policy from 2012, National Taipei University (NTU) has implemented the electronic document system for many years. Hence, this study aims to look into how NTU promotes the electronic document system, what difficulties they face and the degree of satisfaction in adopting this policy. Further, the research result can be a reference for other institutions. Through analyzing the questionnaires, the main result of this study reveals six factors of success, which are support of executives, users’ acceptance, education training, setting up responsible sections, sufficient budget and gradually carrying out the implementations. Moreover, one of the most difficult choke points of online document approval is that not every kind of documents is suitable for this system. Finally, according to the investigation, system users are satisfied with the correctness, steadiness, expediency, manipulation, and function of the system. It is indubitable that adopting the electronic document system is able to not only enhance working quality and administration efficiency but also lower cost as well as save energy.
