政府推動電子公文線上簽核政策執行之評估：以嘉義縣政府為例

The Evaluation of Official Document Online Submission and Approval System Implementation Effectiveness: A Case Study of Chiayi Governmen

摘要

本論文旨在探討嘉義縣政府推動電子公文線上簽核政策，評估此政策的執行成效來做全面性的瞭解，以提供研究建議，供政府賡續推動電子化政策之參考。藉由政策評估理論及回應性評估理論觀點，採用「次級資料」、「深度訪談」與「內容分析」之研究方法，分析該政策之利害關係人對於此政策所造成的影響，並找出有待改善執行之因素。
相關研究結果發現：一、利害關係人的立場及互動關係，對執行成效有很大的影響。二、政策評估面向以系統操作介面較無法回應使用者的期待。三、系統穩定性是最需要立即改善其影響之程度最高。四、人員的資訊素養與機關的資訊設備其影響之程度次高。五、機關的資訊設備與機關資訊人員的專業能力其影響之程度較弱。六、機關之間的差異性受網路環境影響。
最後針對研究發現，提出具體改善之建議：一、中央政府規劃政策時，加強與地方政府的溝通；二、推動初期教育訓練能採用循環駐點式的實地協助；三、建立單一處理窗口；四、加快編制專職資訊人員；五、系統改版以更人性化操作；六、完善的事前檢測確保網路路徑品質。

The study primarily investigates the Official Document Online Approval System Program and evaluates the Effectiveness in Chiayi County Government to offer references for government continuously implementing. Adopting the theory of policy evaluation and responsive evaluation, this study takes the method of secondary data, in-depth interview, and content analysis to analyze the influences of policy related parties and indicate improving factors.
It indicates six results on the research. First, there are greatly effectiveness influences for related parties’ interaction relationship. Second, the systems operation interface could not response the expectation of users by policy evaluation analysis. Third, the systems stability produces greater effective and needs instantly improvement. Four, it is the second influences for information literacy of staff and lack of better equipments. Five, there is not strong influences on professional ability for staff and equipment. Six, the differences between government institutions caused by network environment.
Lastly, the study provides some concrete suggestions for improvement. First, improved communication between central and local government while planning and implementing policy. Second, takes recycled stationary sites assistant on the former education training. Third, creates a single window. Four, accelerates recruit professional information staff. Five, updates systems for more humanity operation. Six, more carefully tests to make sure the network quality.
