健康城市是近年來台灣新興且熱門的議題,很多地方都致力於推動健康城市,健康城市如要成功主要是仰賴政府與社區之間的合作,因而本研究主要是從政府與社區間夥伴關係的觀點去探討健康城市的建構與運作過程,以及在此過程中面臨了哪些問題、是否符合健康城市所強調的夥伴觀點,如何能使之永續發展。 本研究透過夥伴關係相關理論與文獻檢視,歸納出相關研究焦點,並建構出主要的研究架構,作為理論與實務分析的基礎,然後輔以深度訪談方法,從「參與者與組織內部面向」、「決策面向」、「運作面向」、「外部環境結構」等四個面向來切入研究主題,透過個案「台北市大安區健康城市」與「台北市士林區健康城市」作為個案檢驗對象,藉以了解其健康城市建構之過程,以及探討哪些為影響其夥伴關係成敗之主要因素,最後則是進行兩區之比較分析。 依據實證調查結果,獲致多項結論與政策建議,其中發現台灣健康城市計畫仍在剛開始階段,所以在民眾參與上仍有其困境,若要以完全由下而上的推動策略在現階段是行不通的,只能仰賴健康促進協會的力量來慢慢推進,減少公部門主導的現象。在政府方面應擴大社區組織與民眾之參與,所以應設立一些誘因機制及參與管道來鼓勵社區參與,在社區方面應該要積極培育在地專業人才與專業志工,以及要減少對於政府的資源依賴,增加其自主性與能力。
“Healty City” is a emerging and popular subject in recent years , and many areas devote to advance it in Taiwan. If the project wants to succeed, it must depend on the cooperation between government and community. The thesis mainly discusses the construction and operation process of Healthy City from government and community partnership perspective, and also discusses the possible problems and difficulities faced in the project. How can make it sustainable development and evaluate the operation whether conforms to the partner viewpoint which healthy city emphasized. Furthermore, the thesis generalizes the focus and germinates the study framework form the related theories and literatures about partnership, and the methodology used in this thesis is interview, from 4 perspectives:the participant and organization interior factor、the decision-making factor、the operation factor and the external circumstances. Daan and Shilin Healthy City are the study cases, and the thesis carries on the comparative analysis in order to see the differences between the two areas. As a result, we could get some conclusions and suggestions form the survey. We find that healthy city project in Taiwan is still in initial stage, so the completely bootom-up implementation strategy in the present stage is invalid. The community inhabitants have few opportunities to participate in the political activity, so the project only depends on the strength of the healthy promotion association to advance it in order to decrease the dominate power of the public sector. We suggest that the government should expand the participation degree to the community organization and the populace, and set up some participative incentives and ways to encourage them to join it. We suggest that the community should positively cultivate specialized talented person and the specialized will labor in the place, and reduce the resources dependence on the government.
