後期中等學校實施友善校園方案之研究

摘要


摘 要 本研究旨在針對教育部所推動之「友善校園方案」之內涵及成效進行分析。本文針對教育人員不同背景變項(不同受訪問者)對建構和諧校園環境認知的差異,及對於「友善校園方案」實施成效知覺的差異進行分析,以了解「友善校園方案」實施成效與建構和諧校園環境之相互關係,並提出建議供教育行政單位及學校推動實施之參考。 本研究訪談執行學生輔導新體制(友善校園)中心學校及教育部人權示範學校之訓輔人員,蒐集其對建立和諧校園重要的影響因素及推動友善校園方案之看法。再對中部辦公室所轄高中職依北中南學校比例抽樣55所學校進行調查,問卷對象包括學校訓導、輔導人員、導師、專任教師合計660位教育人員。實際回收問卷383份,回收率58%,有效問卷355份。本研究以SPSS12.0套裝軟體進行分析統計。 研究結果發現:1.輔導人員比學校其他教育人員較能知覺友善校園議題教學之困難。2.學務人員比學校其他教育人員知覺校園人權教育之實施成效。3.教育部中部辦公室所轄學校98%成立性別平等教育委員會。4.學校教育人員有83%同意學生的價值受媒體影響。5.學校教育人員有85%同意應注意學生多元智慧之發展與差異性。6.生命教育、性別平等教育、校園人權教育及對弱勢學生協助輔導在普通高中實施成效較佳。7.生命教育、弱勢學生追蹤輔導、弱勢學生協助輔導在學校規模較大學校實施成效較佳。8.男性教育人員認為後期中等學校校園人權教育實施成效較佳。最後,本研究並提出下列政策建議:1.政府政策方案之推動宜注入行銷觀念。2.獎勵工具應更具體化普遍化。3.宜建立追蹤輔導弱勢學生之機制。4.學校宜整合協調各處室人力資源,並可結合社區資源加強運用。5.教師輔導與學生管教辦法宜適時修訂之。

ABSTRACT This thesis lays its emphasis on data gathered through interviews with disciplining and counseling staffs at both core schools which are undergoing a fresh disciplining and counseling system (i.e. a friendly campus) and model schools designated by the Ministry of Education as human rights demonstration schools as to both their individual perceptions of essential contributing factors to a harmonious campus and their opinions on the implementation of a friendly campus. An investigation is also conducted into a total of fifty-five schools as objects of research, which include both academic ones and vocational ones and are proportionally sampled on a regional basis. Questionnaires are distributed to 660 campus staff with a background difference ranging from disciplinary workers, school counselors, homeroom teachers to teaching professionals. As many as 383 questionnaires are mailed back, which accounts for a reclamation rate of 58 percent. Among the reclaimed questionnaires, 335 are deemed as valid and are therefore used as a data base for analytical and statistical investigation employing the package software SPSS12.0. The following findings are what the research comes up with: 1. School counselors are more perceptive of the difficulties in the implementation of friendly campus programs. 2. Student affair staff workers are more perceptive of the efficacy attained in the implementation of human rights on campus. 3. Ninety-eight percent of schools governed by Central Part Office under the Ministry of Education have set up committees of sexual equality. 4. Eighty-three percent of the campus personnel are in agreement that students’ values are deeply affected by media. 5. Eighty-five percent of the campus staff say they are aware of the pluralistic intellectual developments and discrepancies in individual students. 6. Better results are attained in senior high schools in the areas of emotional control, sexual equality education, education of human rights on campus and assisted counseling and guidance of the underprivileged students. 7. Better outcomes are perceived in big schools of sixty classes and above in the areas of emotional control, the follow-up assistance guidance and counseling of the underprivileged students. 8. A better cognition of human rights education on campus is registered in male educators in senior high schools. The following suggestions of policy adoptions are made as a result of the research: 1. The government should adopt a marketing-oriented approaches in launching and pushing its policies. 2. A concrete and consistent rewarding system should be established. 3. It is advisable that methods be designed to better follow up the counseling and guidance of the underprivileged students. 4. Better concerted efforts should be made in the integration of human resources belonging to various administrative units and a more efficient combination of the campus resources and the local community resources should be encouraged. 5. There should be a timely and regular review and revision of related regulations concerning the campus staff counseling and student disciplining.
