從政策工具觀點探討我國推動公立大學教師彈性待遇制度:以國立技職校院為例

摘要


教育乃是國家一切改革與永續發展之原動力,因為有一流的教育才能培養一流的人才,有一流的人才方可建立一流的國家,所以人才培育是國家競爭力的關鍵,而教師素質是決定未來人才中最為關鍵的因素,所謂「壯大臺灣,聯結亞太,立足世界」,在在需要具有菁英人才來奉獻,方可達到預期的指標。本研究希望能達成之目的為: 一、蒐集我國及鄰近國家大學教師彈性待遇措施,藉由探討大學教師彈性待遇制度及政策工具相關文獻,據以分析現行公立大學教師彈性待遇制度運作相關問題。 二、藉由現行公立大學教師彈性待遇各項制度,歸納分析其所採行之政策工具。 三、藉由問卷調查及深度訪談之結果分析,瞭解我國國立技職校院教師對目前實施之各種彈性待遇制度之看法。 四、根據研究結果提出具體建議,作為研議改進國立技職校院教師待遇制度之參考。 本研究所採用之研究方法為文獻分析法、問卷調查法及深度訪談法等三種,而本研究實證研究結果之發現如下: 一、六項政策工具中有部分政策工具對於延攬或留住優秀人才具有效益 二、教師對於現行待遇普遍是滿意的 三、政府實施的政策工具對於依賴型的標的團體無法呈現攬才留才的效果 四、我國應參考其他國家將彈性待遇制度結合績效管理 五、現行彈性待遇制度無法考量教師之未來貢獻 六、延攬及留住人才應重視待遇以外的其他因素 七、政策工具的運用有效性仰賴穩定的經費來源 八、提供優良的產學合作環境有助於延攬及留住人才 九、優秀人才衡量指標之設定難令教師信服

Education is the motivation of all reforms and sustainable development of a country, because only top education may cultivate talents on the top and only talents on the top may build the top country. Therefore, talent education is the key of national competitiveness, while the quality of teachers is the most important factor of determining future talents. “Strengthening of Taiwan, linking with the Asia-Pacific, and global positioning requires contributions of elites in all respects to achieve the expected goal. The expected goals of this study are: 1.Collect the pay flexibility measures for teachers implemented in domestic and neighborhood countries and analyze issues regarding current pay flexibility for teachers in national universities through discussion of pay flexibility system and polices related literatures. 2.Summarize and analyze the policy tools adopted by national universities through their current systems of pay flexibility for teachers. 3.Understand the views of teachers in national technological and vocational schools toward various pay flexibility system currently implemented through analysis for the results of questionnaire survey and depth interview. 4.Propose practical suggestions based on study results as references for the plan of improving pay system for teachers in national technological and vocational schools. The study adopted literature analysis, questionnaire survey and depth interview such three research methods and the findings of empirical research are as follows: 1.Some policy tools among 6 of them are effective to recruit or persuade outstanding people to stay. 2.Teachers are generally satisfactory to current pay 3.The policy tools implemented by the government are not effective to recruiting or keeping talents of dependent type of subject groups. 4.Our country should consult other countries for integrating pay flexibility system with performance management 5.Current pay flexibility system is unable to consider the contributions of teachers in the future. 6.It needs to pay attention to factors other than pay in term of recruiting and keeping talents. 7.The effectiveness of policy tool application relies on stable budget 8.Good industrial and academic cooperation environment is helpful to recruit and persuade talents to stay. 9.Teachers are inconvincible to the setting of good talent measuring index
