企業常以技術移轉的方式來創造競爭優勢與績效,而技術移轉與交易過程中,技術之評估與評價扮演著重要關鍵因素。本研究嘗試以實務性之觀點,探討目前學術界之研發成果移轉到企業界的過程中,技術提供者〈大學技專校院的教授〉與技術需求者〈企業的負責人與高階經理人〉對於技術評估與評價之見解。本研究所提出之技術移轉中技術評估與評價因素,包括技術移轉之經驗與動機、移轉之技術資訊與特性、技術之評估與評價、及技術移轉之執行等,對技術提供者與技術需求者兩組樣本進行問卷調查,且針對兩個樣本母群體平均數作差異檢定後,發現對於本研究所提出之28 項研究假設中,雙方對技術移轉中之評估與評價因素均持同意看法,亦即本研究所提出之技術移轉中重要評估與評價因素均獲得雙方之支持。然而,其中11項假設,雙方之見解呈顯著差異。本研究是國內首度同時對學術界及企業界高階主管作有關技術移轉議題之比較性探討,可作為爾後技術評估與評價模式設計之參考。
Technology transfer is one of the common methods that the enterprises and industries apply to create and promote competitiveness and performance. During the technology transfer and transaction, technology evaluation and valuation plays a very important role. Taking the empirical and practical point of view, this study tries to explore the opinions about technology evaluation and valuation between the “technology suppliers” (professors of universities and colleges) and “technology demanders” (owners and managers of industries) during the university-industry technology transfer. This study proposes the critical factors of technology evaluation and valuation during the technology transfer, including the experience and motivation of technology transfer, the technology information and technology characteristics, the technology evaluation and valuation, the execution of technology transfer. Adopting the data from “technology suppliers” and “technology demanders” through questionnaire survey, and using the statistical analysis to do z-test, the finding of this study is both the “technology suppliers” and “technology demanders” agree the 28 hypotheses (items) to be the essential factors of technology evaluation and valuation. That is the critical factors of technology evaluation and valuation during the technology transfer proposed by this study are fully supported by both sides. In addition, there are 11 hypotheses show significant differences between both points of view. This comparative study is the first one to discuss the issue of technology transfer simultaneously from the top-level of academic and industrial fields. The results can be a useful reference for establishing the models of technology evaluation and valuation afterwards.
