台灣電力公司以提供可靠電力及滿足用戶需求為己任,雖然經濟結構與社會型態改變,且面臨自由化與民營化的挑戰,但所扮演的角色及肩負的任務並沒有太大的改變。而隨著電力市場逐步開放,亦將面臨強大的競爭壓力,為留住既有顧客並創造新顧客,台灣電力公司將積極轉型為顧客導向的服務型公司。除要提升用電品質外,尚須減少對用戶停電次數及停電時間,以提高用戶之滿意度。 而用戶停限電資訊之基礎乃源自於變壓器與用戶間之關聯性,台灣電力公司雖已在民國84年即建立此關聯性的資料庫,由於時空變遷及缺乏有效工具之協助,造成資訊的可靠度不高;再加上配電系統地下化使得接戶線管路均埋設在地下之故,不像架空線路可清楚看出接戶線的配置路徑,在資料維護上更增加釵h困難度,尤其在大樓公寓及用戶密度較高的地區,此問題更加嚴重。 本文藉由電力線通訊方式,建構一套可檢測變壓器與用戶關聯性之系統模型,在活線作業情況下可有效且正確的量測出變壓器與用戶之間的關聯性,相信對於提昇線路資料之準確度將有相當大的幫助。
Taiwan Power Company makes offering the reliable power and meeting the user's needs as one's own duty. Though economic structure and social attitude have been change and must be face the challenges of liberalization and privatization. But the role acted and task born do not have too great change. As the power market opens progressively, will also face the strong competition pressure. In order to keep here and already have customers and create the new customer, Taiwan Power Company will make the transition in the service type company led for the customer actively. Except improving power consuming quality, need reduce to user frequency of power blackout and times of losing power. Taiwan Power Company had been to set up the database of Outage Management Information System in 1995. Because lack effective quantity and examine tools, not only the reliability of information is not high and increasing the database to maintain difficulty degree. This thesis presents a method using power line communication technology to on-line measure the distribution transformers and related users. That will have more help to improve the accuracy of Outage Management Information System in circuit connection.
