應用資料包絡分析法評估國立大學校務基金經營 績效之研究--以某國立大學為例

摘要


我國高等教育的發展近年來已經面臨財政、學校數量、教育品質及學生素 質提昇等關鍵議題瓶頸。各國立大學如何妥善運用有限資源,提升生產力與競 爭力,以適應國內外劇烈變動的環境,應是大學管理當局首要思考重要課題之 一。 本研究利用資料包絡分析法,評估國立大學校務基金運用績效,並以某國 立大學為例,分成二類模型分析其工學院與醫學院系所相對效率。第一類模型, 擷取95 年至97 年資料,以CCR 及BCC 模式分析其相對效率。第二類模型,以 其三年平均值分析之,並進一步利用差額變數分析,分別探討每個無效率系所 應改善的方向與幅度。本研究投入項選取與人力、財務資源相關之變項;產出 項選取與教學、研究成果相關之變項。 研究結果顯示二個學院三年來整體效率達相對有效率之系所數呈現遞增趨 勢,顯示大多數系所資源利用效率與教學研究成果持續增加;以差額變數分析 其組合平均,二個學院主要均應增加國科會補助計畫及建教合作收入與論文篇 數,以提升整體效率。對於少數相對無效率或效率值有逐年下滑趨勢之系所, 建議管理者應依其處於規模報酬不同狀態,分別擴大或縮減其規模,以提高效 率。

In recent years, the development of higher education in our country has been facing critical challenges such as finances, quantity of higher education institutions, and quality of higher education and students. Thus, national universities should focus on utilizing limited resources to improve their productivity and competitiveness while adapting to the fast-changing global environment. This study employed the Data Envelopment Analysis (DEA) to evaluate the performance of national university fund, and two models to analyze the relative efficiency between the college of engineering and medicine of a national university. The first model used CCR and BCC models to analyze the relative efficiency based on the data collected from 2006 to 2008. The second model examined the average figure of these three years and utilized slack variable analysis to further investigate the direction and extent of improvement for each inefficient department. The input variables were human and financial resources related variables, and the output variables were teaching and research related variables. The research results showed the number of relatively efficient departments is increasing during these three years, which implies the increasing of effectiveness of resource utilization and the achievements of teaching and research. The slack variable analysis showed the increase of the number of projects and papers could improve department's overall efficiency. However, for relative inefficient departments and departments with decreasing efficiency, administration should improve efficiency by expanding or reducing the scale of departments according to the returns to scale.
