運用萃智理論提升營造業承攬商工安自主管理之研究

摘要


大部分營造業之承攬商公司因人員流動性大及工作層層轉包之特性,加上其本身安全衛生自主管理能力不足,往往因進度、成本及安全管理無法有效兼顧而造成職業災害。經收集國內外文獻研究,歸納出承攬商安全自主管理瓶頸為:安全護具佩戴不確實、未落實協議組織危害告知工作、未落實自動檢查、勞工未接受安全衛生教育訓練、未進行作業監督及查核機制、未定義安全作業標準等需要被解決之問題。   針對上述議題,本研究利用萃智理論之技術矛盾為解題工具,將其三十九個工程參數轉換成營造業之承攬商工安自主管理參數,並建立應用於承攬商工安自主管理問題之矛盾矩陣,求出提升承攬商施工安全自主管理之方案。   本研究運用萃智理論提出以智慧型施工安全資訊系統,並結合人的層面著手改善承攬商自主管理瓶頸。透過資訊系統提供之即時安全管理、資訊相向回饋以及施工風險管控之效能,結合內部主管的關懷與支持、完備安全衛生人員的設置、提供勞工參與決策及作業職責授權等面向去著手。藉以完善營造業安全管理技術,以提升承攬商工安自主管理之能力。

Institution in the business strategy and division of labor under the environment of diversification, in order to be costs effective and improve work efficiency, often part of the work will commissioned by the contractor. However, most of the contractors in the construction industry often in a small organization and the instability of the staff with some layer of work also subcontracting to other contractors. Due to the lack of self-management capability of their own safety and hygiene often because of the progress, cost and safety management can not be effectively managed will cause occupational hazards. After collecting studies both domestics and foreign research can summarized that the contractor fail to implemented safety and health management as result in occupational hazards for the following reasons: Safety equipment were not properly used, did not implement according to the organization safety agreement, did not implement automatic self-inspection, workers did not accept safety and health education training, no operation supervision and inspection mechanism, no standard of prodecure of safe operation standards and etc. In view of the above mentioned issues, this research uses the theory of TRIZ with the technical contradications as solution tool, use 39 engineering parameters converted into contractor's own safety management parameters establish and applied contractor's self-management industrial safety management parameters and to imporve and enhance the contractor's self-management program. Using the theory of TRIZ can develope intelligent construction of safety information system which can provide real time safety management and informaton feedback and construction risk control in order to enhance the construction industry self-management.
