千禧年之後,臺灣正面臨著全球化經濟競爭的時代,教育產業的發展,更趨向多元化與競爭性。教育需求者隨著產業環境的變革,產生了極大的變異,已從擁有的需求朝向精緻卓越的期待。自1990年代以後,先進國家相繼提出教育改革方案,戮力培育各行業專業人才,以提昇國家的競爭力。 十年教改成效如何?很難有定論。在教育部所公佈之「國民教育內容與品質綜合性調查」(2004)民調結果,對政府推動教育改革工作十年來之成效,感到滿意者佔21.6%,不滿意者佔48.8%,其他是尚可或無意見佔29.6%。顯示教育改革工作仍有改進的空間。經營學校如同經營企業,學校如果能學習企業不斷追求卓越的精神,運用品質管理的制度,系統性的轉化學校傳統的經營理念,將可開創學校教育嶄新的格局。 本研究透過文獻探討,試著將千頭萬緒的教育工作,層出不窮的教育問題,找出一套系統性的教育管理機制;並應用層級分析法(Analytic Hierarchy Process, AHP)之相關研究,建構一個教育品質管理順序系統,也為中學生找出一套有效率的讀書方式,以提升我國這些未來主人翁之競爭力。同時也讓教育主管機關及各學校,包括行政、教學、軟硬體設備維護,建立管理機制,在顧客第一、品質第一、全員參與、持續改善、運用科學方法的原則下,達到全面品質教育的終極目標。
After the Millennium, Taiwan is facing the current era of globalization, which has generated intense competition within the global economy, education, industrial development. Since the 1990s, which is dedicated to the cultivation of talent specialists in different fields, published by the Ministry of Education, shows that the satisfaction of the effectiveness is 21.6%, not satisfied accounted for 48.8% in 2004. This result indicates there is still a lot of space to improve . This study explored the way through literature, trying to work for the multitude of educational plights, emerging educational issues, to find a systematic education and management mechanism.And apply the AHP related research, not only build an "education quality in-order-management system ", but for these students who are looking for reading a set of efficient ways to enhance their competitiveness in their future master fields.
