國際統包專案工程運輸協調管理之評估-以FOB、CIF、DAP交易條件探討

摘要

國際統包專案工程(包括設計、採購、前製、運輸、建造、試俥、完成)的採購，已廣泛地採用國際商業條款(Incoterms® rule)多年，其中的運輸協調工作，已受國際物流發展影響，形成有組織、有系統的流程及精緻的管理機制。
本主題研究就全球石化廠統包工程重鎮之一的沙烏地阿拉伯東岸，具挑戰性之運輸協調管理為主要探討流程。以國際商業條款的交易條件:F組的FOB(船上交貨);C組的CIF(成本加保險和運費);D組的DAP(目的地交貨)，以及兩種裝運模式-器材貨櫃及重件設備，形成六種不同的情境下，用層級分析法(Analytic Hierarchy Process, AHP) 設計2個構面-運輸管理和協調管理，和8個準則-運輸成本、運輸品質、時間管理、風險管理、溝通、資訊品質、權力及人力的問卷，由台灣A國際統包工程公司的相關專業人士參與調查後，分析各個構面及各個準則之間的權重，結果得到溝通及時間管理兩項是最重要的項目，以為國際統包專案工程運輸協調管理操作的指標及交易條件決策的參考。本研究同時利用實務操作訪談及討論，了解到交易條件更動時，除上述調查結論外，更需要加強監督的功能，以完成運輸的任務。

The procurement of International EPC projects (including engineering design, procurement, fabrication, transportation, construction, commission, turnkey) have broadly applied trade terms of Incoterms® rule to all for decades. Especially the operation of shipping and coordination, which affected by the current development of logistics, has advanced to an organized and lean control mechanism.
The objective of the research presented herein is to assess the evaluation of the challengeable procedure of transportation and coordination management in international EPC Projects located at the eastern coast of Saudi Arabia, where one of global critical areas for oil crack plants building and extending.
Based on questionnaires designed under two perspectives – transportation management and coordination management, and eight factors-transportation cost、transportation quality、time management、risk management、communication、information quality、power and man-powers, collecting from various experts of one renown EPC company in Taiwan, it is to analyze the result using Analytic Hierarchy Process (AHP) with statistic and science technique. With six different conditions of three trade terms of FOB (free on Board), CIF (Cost, Insurance and Freight) and DAP (delivered at place) via two delivery modes of Material Container Cargo and Heavy-lift Equipment, the research examines respective perspectives and factors of the procedure of transportation and coordination to obtain an objective findings of importance of communication and time management as a referred guideline for the selection of trade term in the International EPC projects
Besides of above investigation, there is an interview of shipping execution of the International EPC Project to learn the practice of the intricate procedure when handling variable trade term with more reinforcement of supervision.
