天然災害民生物資儲備及調度結合量販店運作之研究—以新竹市為例

台灣因地理環境特殊，天然災害頻傳，當災害發生時，民生物資之供給為災民所重視之一環。本研究以九二一地震應變相關作為，檢討現況相關規劃，以地方現有資源規劃探討物資儲備之量能。希望結合現有量販店通路優勢，進而強化災害發生時民生物資儲備與調度運作。本研究以歷史災害應變相關作為文獻，及災後相關檢討研究，並深入了解量販店現有運作模式，以量販店平時自有物資及設備於災時轉化為物資調度中心，來探討相關可行性，實際訪談量販店之專業人員，分析比較相關問題並提出相對因應措施。進而提出規劃與建議，包含：物資前置處理、徵用合作、運輸規劃考量及備援機制建立等。期能提供一套可行方案，以解決地方政府民生物資儲備現況，提高量販店參與意願。

Due to the special geographical environment, frequent natural disasters in Taiwan. When the disaster occurs, the supply of daily goods is the most important for the victims. In this study, we use the 921 earthquake incident as our case study, to review the current situation related to the planning of available resources to place material reserves of the amount of energy.We wish to combine advantages of the existing discount store channel, and thus strengthen the disaster reserve of material goods and scheduling operations. In this study, as the literature related to the history of disaster and disaster-related review of research and insight into the mode of operation of existing discount stores to discount stores usually own supplies and equipment at the disaster control center when converted into material to the relevant feasibility study.The actual Interview discount stores of professionals, analysis and comparison of the relative issues and propose workarounds. And then make plans and recommendations, including: material pre-processing, requisition cooperation, transport planning considerations and the establishment of such backup mechanism. A view to providing a viable solution to address the livelihood of local government the status of material reserves, improve willingness to participate in discount stores.
