綠色供應鏈之個案研究─以智慧型手機製造業為例

摘要


近十年來,世界各國無不竭力地將環保的要求放在其國家或區域環保政策中。其中,最具深遠影響且最迫切的即是歐盟制定的 WEEE 及 RoHS 指令。為了因應這些指令,國際品牌大廠開始建立自己的制度來規範上游供應商,以期能降低法令生效後的退貨風險。台灣的製造業者大多為 OEM/ODM 廠,自然必須接受買方(品牌大廠)的要求,因此,這是目前國內廠商所面臨的最重要的議題。本文研究目的,即在於透過企業典範之個案研究,分析國內企業為因應環保規範及客戶需求而致力於綠色供應鏈的過程、面臨的問題以及建立起的管理機制。 本研究以國內率先推動綠色供應鏈管理之手機製造業大廠為個案,依據對此個案之探討結果,提出下列建議: 一、 對產業界: 建議業界可由數家大廠引領其他廠商,籌設類似日本綠色採購調查標準化協會 (JGPSSI) 之組織,協助整合綠色材質標準,以利業界廠商有所適從,進而提升我國產業之國際水準。 二、 對供應鏈下游配合廠商: 本研究建議應主動積極建立供應商的輔導機制,從原物料的供應開始,有效提升上游供應商的綠色作業管理能力,才是正本清源之道。 三、 對供應鏈中游之廠商: 本研究建議,面對上下游廠商的基本態度,應以「有效溝通」為原則;除了建立對上下游廠商管理機制之外,還須保持彈性溝通的空間,權宜行事。 四、 廠商之內部作業: 內部綠色作業之導入初期,可向外(包括政府及下游廠商)尋求支援輔導,以降低導入時間及提昇導入成效;並透過對內良好教育訓練,使員工了解綠色作業之必要,進而整合各功能部門,共同推動綠色作業。

In the past ten years, the countries all over the world have endeavored to put the requirement in environment protecting mode in their countries or policies in environment protecting mode of area all without exception. Among them, the farthest-reaching and most urgent one is WEEE and RoHS orders that European Union makes. In order that because in conformity with these orders, international brand big factory begins to set up one''s own system, expect to reduce the risk of sending back goods after the decree come into force. Taiwan manufactures are mostly OEM/ODM factories, must accept the buyer (the big factory of brand) naturally Requirement, so, this is at present been domestic manufacturer last most important topic. This text studies the purpose, namely lie in passing the case study of enterprise''s model, and analyze domestic enterprise for because should in environment protecting mode norm and the intersection of customer and demand and devoted to getting green course, problem and mechanism of management set up that face to supply chain. This research regards taking the lead in promoting green to supply the individual case with the big factory of manufacturing industry of mobile phone of management of chain at home as, according to the discussion result to this case, propose the following suggestions: I. To the industrial circle: Propose industry can crane one''s neck to look into the distance other manufacturer by several big factory, raise, it sets up similar Japan to be getting green to purchase and investigate the standardized association (JGPSSI) Organization, last material standard, be followed to some extent industry manufacturer, and then improve the world level of the industry of our country. II. To the Supply chain lower vendor: This research proposes being aggressive to set up the supplier''s coaching mechanism, begin from the supply of the original supplies, improve the upstream supplier''s managerial ability of homework of green effectively, it is the way to radically reform. III. To supplying the manufacturer of the state of being middling of chain: Unless propose research, attitudes basic on in the face of visiting manufacturer from head to foot, should with '' not communicate effectively '' as principle; Except setting up to visiting the mechanism of management of the manufacturer from head to foot, must also keep the space of the elastic communication, expedient to act. IV. The internal homework of the manufacturer: In initial stage of the insertion of the green homework of inside, but outwards (including government and downstream manufacturer) Seek to support to coach, in order to reduce and channel into time and promote and channel into the effect; And through internal good education and training, make the staff understand the necessity of the green homework, and then combine every function department, promote green homework together.
