摘要
自冷戰結束兩極體系後，美國長期享有獨霸全球的國際地位，國際間展現 了一段時間的和平景象。但因中國的崛起讓此一和平景象出現了不可預知的變 數。而美國在第二次波灣戰爭後，開始思量中國威脅的問題，從軍事、外交、 經濟等手段，企圖圍堵中國，減緩或限縮中國的成長空間，避免中國成為區域 強權或超越美國的世界霸權，進而影響其國家利益。但無奈礙於經濟全球化的 連結及美國國內的經濟衰退問題，無法負擔過多的國際責任等諸多因素影響， 令美國對中國圍堵戰略的運用，無法泡製冷戰時期圍堵前蘇聯的戰略模式。在 多方考量與利益評估結果，讓美國發展出暨交往且圍堵的新戰略模式。 而台灣的未來操控於兩強權的爭霸之間，為確保台灣的未來永續發展與生 存，當須徹底瞭解美、中、台三邊關係的微妙變化，藉以策訂有利台灣的國際 戰略，替台灣的未來謀求生路，本文擬由現實主義相關理論觀點，探討美國自 第二次波灣戰爭後，對中國戰略之變化，尤其是中國經濟、軍事力量崛起因素 與美國在亞太地區的影響力等相關性加以檢視，來探討台灣未來的國際戰略方 針。 本研究結論﹕ 本文主要結論為美國之圍堵戰略中，台灣應周旋於美中之間獲取國家利 益。而美國改變戰略後，因為全球權力結構重新分配，引進第三勢力介入兩岸 成為維護台灣安全主要手段之一。最後，利用經濟、法律，發揮軟權力提升國 際地位，並且團結國內發揮嚇阻力量，反制中國打壓。

It has been believed that America is the most powerful country in the globe after the cold war, and it seemed that there occurred no war between nations during the times. However, the raise of China makes the situation unpredictable. In order to avoid China becomes a super power, it is important for America to block China from military, economic and diplomacy. The problems are there are still many factors such as, weak economic in the U.S.A. as well as the importance of globalization linking between countries. it is hard for America to reproduce the strategy as it did to the Soviet Union decades ago. After many consideration and assessments, U.S.A. has developed a brand new constrain strategy to China. Taiwan on the other hand, straggles between two super power nations, U.S.A. and China. To take the advantages from the given condition, Taiwan has to understand the every single tiny change among U.S.A., China and Taiwan and finds the best way for us. The research based on the theory of Structural Realism to discuss the strategic changes of China military after the second Persian Gulf war, especially in economic and military power point of views to exam the future strategy principle for Taiwan. The major findings of this study are as follows: Based on the study, Taiwan should take advantages from the America’s new strategy principle in Asia. In particular, Taiwan should also make the use of the third country force to against China after the new strategy principle of the U.S.A. as well as the relocating of the new allocation global power. Last but not least, unite the nation and use the strength of economy, international law and soft strength to elevate the position in the world and use it to against the threat from China.
