非傳統安全因素下的日中關係：以東日本大震災為例

摘要

日中關係一直是國際關係領域中備受注目的議題之一。日中兩國在戰爭問題、民族意識型態以及經濟、軍事與領土等競爭因素下，雙方的關係始終呈現複雜的走勢。而於後冷戰時期興起的非傳統安全，強調非軍事安全以外的因素同樣也會對國家產生威脅，再加上其具有擴散性與突發性的特質，促使國家間必須以合作方式才能有效預防，也因此非傳統安全的合作可望成為提升兩國關係的新路徑。本文從非傳統安全研究之發展及其對於日中兩國外交政策上之影響與具體合作事例進行梳理，隨後代入造成重大傷亡的東日本大震災一事例，對日中兩國的非傳統安全合作狀況進行檢證，並得出即便在如此嚴峻的事態下，兩國間的合作仍未能順利進行，日中關係亦無法藉由非傳統安全之合作得到提升。本文認為造成雙方合作失敗的原因，主要仍是受到兩國互信度不足、暨存爭議尚未解決，以及受到美國外交政策之影響，導致日中兩國目前對於傳統安全的重視大於非傳統安全。此外，由於日中兩國在非傳統安全面向上的合作，強制性不高，且在操作時易觸及傳統安全面向的威脅，間接造成日中兩國合作上的困難。

The Sino-Japan relation is one of the most discussed issues in the realm of international relations. The development of the relations between China and Japan are affected by several factors, including the remaining of World War II issues, nationalism, disputes over territorial interests, and competitions of economic and military powers. As the concept of non-conventional security rises in the post-cold war era, Nations must have to seek cooperation with each others in order to cope with those threats apart from military conflicts. Therefore, the cooperation over non-conventional security issues has become a new path to improve the Sino-Japan relations. In the case of 2011 Japan earthquake and tsunami strikes, however, the Sino-Japan relations showed no significant improvements, after a thorough examination on the Chinese and Japanese foreign policies regarding non-conventional security issues, as well as the Sino-Japan non-conventional security cooperation. The lacks of mutual trusts between the two countries, and the unsettled history disputes, as well as the influences of the U.S., have emphasized the importance of traditional military security, and hindered China and Japan from cooperating with each other.
