臺灣發展核武的機會與限制

摘要

美國在1945年試爆了第一顆原子彈後，世界開始進入了核子時代。原子彈在二戰所展現的威力，不只是結束了戰爭，同樣地深深吸引了各國。各國開始追求核武，美國不再獨自擁有核武。繼美國之後，蘇聯、英國、法國、中國、以色列、印度與巴基斯坦皆紛紛發展核武。國際上逐漸了解核武威力的可怕，多種防止核武擴散條約的建立也慢慢形成國際核不擴散建制，但是北韓在2006年與2009年進行核子試爆，伊朗也有發展核武的跡象。可以看出國際核不擴散建制的效力是無法有效的約束國家。

在學者預言21世紀，衝突將會大多發生於東亞的情況下，臺灣身處在東亞之中，是否會發展核武。在北韓所可能引起的核武擴散下，日本與南韓國內皆有發展核武的聲音。臺灣是否會跟進，況且臺灣還有明顯來自於中國的威脅。臺灣過去已經嘗試取得核武，而在現今的國際環境以及美中的壓力之下，臺灣能否順利發展核武？

After the United States first time test the A-bomb in 1945, the world entered to the nuclear age. A-bomb shows it power in World War II. It’s not just the end of the war, and also attracted countries to chase it power.
States began to pursue nuclear weapon. United States cannot monopolize nuclear weapons. Soviet Union, Britain, France, China, Israel, India and Pakistan both have it own nuclear weapons, after the United State. World worried about the power of nuclear weapon, after that, variety of treaties show up to prevent the spread of nuclear weapons. And become an international non-proliferation regime. But North Korea's nuclear test in 2006 and 2009, indicate the regime is not work at all. And also have Iran try to get the nuclear weapon.

Analysts argue that in 21th century international instability could be in East Asia. Taiwan is including in it. North Korea’s proliferation could make Japan and Korea start to consider the option of the nuclear weapon. Is Taiwan would take a ride to development the nuclear weapon. Between the presser of United and China, Can Taiwan successfully get the nuclear weapon?
