全球化下多元族群與國家安全之關聯:以臺灣新移民問題為例

摘要

全球化人口移動，國際間政治、經濟、文化、民間交流熱絡，造成多元族群融合，引發國家政治、經濟、文化、社會問題及弱勢群體、權力資源分配、性別與族群議題、階級議題、多元文化教育等種種問題，這些因素可能隱含國家安全之問題，對於國家發展影響甚大。
新移民人口在國家人口結構變化中，扮演著重要的角色，國家人口結構隱含著國家安全問題，在國家發展的過程中，已成為國家發展之國家安全的核心要素，而新移民人口在政治、社會化途徑中，國家政府、社會、家庭和學校教育則扮演重要的角色。
台灣自古以來就是個移民社會，除了外籍新娘外，近年來兩岸交流熱絡，赴大陸探親、來台依親，及台商大舉南進、西進以來，人口呈現劇烈的變化，對國家、政治、經濟、社會及公共安全造成影響。外籍移民及其後代將改變台灣目前的人口組成、社會結構，造成國內治安上的隱憂，或更甚者會危害國家安全、社會安全等。面對全球化與多元文化的建立，未來的臺灣社會，多元族群社會的來臨已是不可避免，此方面雖不如兩岸經貿互動等經濟議題來得明顯，然而一旦發生問題，其對台灣所產生的影響是我們不容輕忽的。
本研究擬自全球化脈絡下探討國際人口移動與國家安全的關聯，探究現階段多元族群的融合的認識與國家安全現況及其影響，以及對世界上主要國家多元文化主義發展經驗的學習。目前台灣面臨人口結構轉變之轉型期間，以新移民族群之國家安全發展的角度出發，藉由筆者近年來的實務經驗及觀察所得，並廣納學者專家或其他有實務經驗之工作者相關論述，針對國家安全戰略之影響提出台灣新人口結構應有的認知，整合理論與實務意見，俾供參考。

New immigrant population in the national population structure changes, play an important role in the national population structure implies a national security issue, in the process of national development, has become the core elements of the national development, national security, the new immigrant population in the political social way, national governments, social, family and school education plays an important role.
Since Taiwan since ancient times been an immigrant society, in addition to foreign brides in recent years, cross-strait exchanges warm to the mainland to visit relatives, to relatives in Taiwan, and Taiwanese business migration south and west, the population showed dramatic changes on the national, political, economic , social and public safety implications. Foreign immigrants and their descendants will change the current demographic composition, social structure, internal security worries, or Worse still would endanger national security, social security. The establishment of the face of globalization and multiculturalism, the future of Taiwan society, the advent of the multi-ethnic society is inevitable, in this regard, though not economic issues such as cross-strait economic and trade interaction is more evident, however, if a problem occurs, its impact on Taiwan we can not be ignored.
This study was to investigate the association of international population movements and national security, since the context of globalization, to explore the integration of diverse ethnic groups at this stage of understanding the status of national security and its impact, as well as learning on multiculturalism development experience of the world's major countries. Taiwan is facing a change in population structure of the transition period, the development perspective of the national security of the new immigrant populations by the author in recent years of practical experience and observation, and to recruit scholars and experts, or other practical experience of the workers discourse cognitive structure of the new population should the impact of the national Security Strategy, the integration of theory and practical advice, to serve for reference.
