中國參與東協區域論壇之探討

改革開放以後，中國的經濟快速成長，帶動整體國力的提升，加上全球化的發展趨勢，使中國意識到必須參與全球化和國際事務來展現國力，於是中國開始與鄰近的最大組織─東南亞國家協會展開合作。 1990年代中國開始參加一系列的區域多邊組織合作，中國與東協的合作也在各個層面展開來，包括政治、經濟、安全、文化等方面，本文將研究範圍設定在安全議題上，故選擇東協區域論壇來作探討，檢視中國在其中的參與情形及態度轉變，從1994年的消極參與到1997年全面投入，以及2002年以後在論壇中推動新安全觀、非傳統安全合作，和近年來在面對亞太安全合作領域新的挑戰，中國開始有新的戰略考量的部分，去論述中國在每一段時期所欲達成的戰略目標與意圖，並結合中國的外交政策分析，以了解中國與東協合作的意涵為何？

Since the implementation of reform and opening-up policy, China’s economy has been fast growing. The fast economy growing enhances China’s overall national power and gives China confidence to engage in international affairs. Also, with the trend of globalization, China recognized that participating in international system is important, so China begin to cooperate with the most influential regional organization—the Association of Southeast Asian Nations (ASEAN). In 1990s, China began to participate in a series of regional multilateral organizations. The relation between China and the ASEAN greatly rose from 1990s by cooperating in many aspects, including political, economy, security, culture and other aspects. In this thesis, the author tries to interpret China’s intention in ASEAN-China cooperation by viewing China’s participation in the ASEAN Regional Forum (ARF). To begin with, the author examines the history of China’s foreign policy to understand the orientation of China’s foreign policy. Next, the author observes the alteration of China’s attitude in the ARF to interpret China’s intention. Finally, according to the above-mentioned, the author infers the rising China’s intention in the Asia Pacific cooperation.
