中國崛起對東亞區域主義的影響

摘要

中國經濟的快速發展，已成為全球關注的焦點；尤其中國在東亞區域內的雙邊貿易往來密切，互賴度愈來愈深，以中國為中心的東亞區域主義正持續發展。中國採取積極的策略參與東亞區域經濟整合，對區域內外造成一定程度的影響。國際社會多已接受中國崛起的事實，也能認知中國將扮演重要的角色，中國為了緩和國際壓力，以「韜光養晦，絕不當頭」的策略營造和平崛起的氛圍，且提出支持由東協主導的區域合作。儘管如此，各國仍對中國崛起可能帶來的威脅感到不安，尤其是積極與中國競奪主導權的美國和日本。面對東亞區域主義發展與中國崛起，為避免被邊緣化，臺灣應積極參與區域經濟交流與合作，以開放、彈性的政策開創國際空間。

China, a fast-growing economy, has become a global focus nowadays. Accompanying with higher and higher degree of interdependence, China plays the central role in the gradually maturing regionalism of East Asia. In the process of economic-integration and development of regionalism, the role that China plays in the stage of East Asia, and the strategies adopted by this giant country to participate in such a process, has, both inside and outside this region, made significant impacts on the international system. While the active participation of China in the international affairs has increased its impacts on the rest of the world, those countries in the region begin to look forward and accept this new economic and political regime in which China plays a central role. China tries to utilize the slogan of ”tao guang yang hui, jue bu dang tou” to create an image of ”a powerful peace-lover” and supports ASEAN dominating regional cooperation, mitigating the impacts of so-called ”China Threat” rhetoric once spread in international society. To most countries, however, the China Threat still, if not prevails, exists deep inside their hearts. Facing the development of regionalism and the rising of China, Taiwan should propose its regional economic strategies, expand its international space by open and flexible policies.
