性別議題相關的新聞不時出現在生活周遭,一旦發生在男性為主及執法為要之警察職場上,因其保守的刻板印象,使得有關警察的性別議題特別引人注目,本研究企圖探究警察文化與性別議題之關聯性。研究目的包括:女警加入後,警察既有文化所受到之影響、以男女警個體角度去建構存在於警察職場中之性別議題原貌及研擬更為妥適的性別政策,以因應兩性平權趨勢,進而達成組織之有效管理目標。 研究採用質性之半結構深度訪談(semi-structured in-depth interview)方式訪談6名警察人員以深入探究相關議題,男女性別分佈各半,以期在兩性間平均蒐得重要資料。研究發現有幾個面向,首先男性氣概仍存於警察職場中,並於職場文化及工作內容等方面展現;第二,在女警逐漸加入之警察政策下,勤務方式、工作環境及警察文化確實都受到了衝擊與改變,如工作氣氛變得和緩,部分警察次文化因性別而有所限制,及安全考量下採取之遷就勤務方式等;第三,性騷擾亦不可避免的發生於警察職場中,但機關的處置已採取明快不隱瞞之態度,與性別尊重之精神相符;最後研究亦發現有以女警主動發起之「性別認同儀式」之特殊現象產生。 本研究課題不僅能提供社會學及犯罪學學術領域一個新的視野,對於政府將來在警察職場之兩性平權落實工作及警政革新上有其參考依據。
The gender issues emerged from newspapers day after day. This could quickly arouse public curiosity and highly catch audience's attention. However, if gender issues are happened in police workplace, it would soon be the focus of public concern. Therefore, the study attempts to investigate the context of police culture and gender issues. The purposes of this study include, first exploring the impact in traditional police culture after the increasing quantity of female police officers. Second, the study attempts to reconstruct the original pattern and proper gender policies in police force from different gender aspects. Third, it aims to examine the strategies of effective management of the organization in order to enhance gender equality. The study employs qualitative method by interviewing 3 male and 3 female police officers to collect the important information between different genders. The research findings include that masculinity still existed in police workplace, shown in occupational culture and job contents. Second, on the increase of female police, impacts and changes occur in duty types, workplace and police culture, such as easing the working atmosphere, curbing the police subculture, considering the security and coming to a compromise in duty patterns. Third, the sex harassment is inevitable in police workplace, but the authorities would adopt unreserved attitude without sexual discrimination. Finally, the study finds that some special ceremonies of gender identity are invoked actively. Based on the above findings, a new perspective on sociology and criminology is derived. It is expected that the findings and strategies could be apply to fulfill the gender equality and innovation in police force and workplace.
