本研究針對雲林縣二所參加第一階段及第二階段轉型優質計畫小校進行研究,透 過深度訪談輔以實際參與等方式蒐集資料,已達成了解個案學校執行轉型優質計 畫的情形,以及校長、主任、老師及家長對個案學校執行轉型優質計畫的看法及 與反應。根據研究結果,歸納下列幾項主要發現: 一、 個案學校面臨少子化以至於學生數減少這乃是現代社會的趨勢,而轉型優 質計畫的精神對個案學校是正面的,個案學校也因執行此計畫,學校更活 潑更多元。 二、 個案學校校長、主任、老師及家長對於執行轉型優質計畫的過程都持肯定 的態度,並全力投入轉型優質的工作。 三、 社區與學校是一體的,將社區的資源帶進校園,學校經驗傳承社區,個案 學校一致認為家長參與度高,學校執行轉型優質計畫更容易成功。 四、 個案小型學校面對較多的單親隔代及弱勢家庭的學生,班級學生數少,老 師較容易照顧好每一學生,個案學校做好全面照顧。 五、 個案學校執行轉型優質計畫面臨的困境包括:計畫撰寫費時、活動增加, 教學時間相對受擠壓、經費不足、、訪視與評鑑容易引發爭議、各校未必 具有特色環境,課程發展不易。 六、 轉型優質計畫的目的在發展小校的特色,朝優質特色小學邁進,建議個案 學校要猶如磁力學校一般,吸引學生及家長前來就讀,就是小型學校永續 發展的最佳努力的方向。
This research focuses on two elementary schools that are participating in the stage one and the stage two of the Quality Transformation Program in YunLin county. Through in-depth interviews and active involvement of the target schools'extracurricular activities, we understand schools'progress as well as stakeholders'opinion and reaction to the Program. According to our research results, the following findings can be concluded: 1. Low birth rate leads to low enrolment. However, the Program's underlying intention has a positive impact towards the target schools, as it creates diversity and enriches the schools'curriculum. 2. Principals, directors, teachers and parents from the target schools are all supportive toward the Program, and are fully committed in the Program. 3. Communities and schools are closely bonded. Communities are able to offer much needed resource, and the schools are able to provide successful experience back to the communities. The target schools both agree with the IV fact that high level of parent participation leads to effective implementation of the Program. 4. The target schools consist of more disadvantaged students. Due to lower number of students, teachers are able to pay better attention toward each student. 5. The target schools are facing difficulties such as: i. Time-consuming paperwork. ii. Increased extracurricular activities compromise normal teaching hours. iii. Committee visits and evaluation mechanism are prone to controversies. iv. Lack of unique characteristics that are suitable for curriculum planning. 6. Increase enrolment should be the ultimate goal for participating schools. Thus, the target schools should develop its unique culture that can potentially attract enrolment.
