人類安全與人口販運：以中國器官交易為例

Human Security and Human Trafficking: A Case Study of Chinese Organ Trade

摘要

「人口販運」，就是指「為剝削目的而通過暴力威脅或使用暴力手段，或者是通過其他形式的脅迫，接受酬金或利益取得對另一人擁有控制權等手段，招募、運送、轉移接收人員。而剝削應至少包括：利用他人進行賣淫、進行剝削、強迫勞動或服務、奴隸或移除器官等(Remove organs)。」整篇文章最重要的重點就是要探討中國人口販運裡面的器官交易與移除器官現況。
如果能夠按照法律和醫德執行，器官移植可說是現代醫學最重大的突破之一；它是既可以挽救生命，也可以毀滅生命的醫療程序。若是將器官移植用在非法的器官交易上，或是非法活摘器官，那更是醫學倫理道德上一大恥辱，也是對人權很大的侵犯。中國為什麼器官移植手術這麼多？甚至比醫療技術發達的美國與加拿大還要更多，等待器官移植時間又比美國還要短，這到底是什麼原因？又為何中國有這麼多的活體器官，這些器官又是從何得來？種種的疑點，必須讓我們更深入探討和說明。
最後希望透過本文，讓全世界更加了解非法器官移植的內幕，並作為警惕和禁止這項犯罪行為。

"Human Trafficking" means “one gains control over other people through threats of violence or other forms of coercion, such as loans or debts. These people are then sent to where they are purchased for the purposes of exploitation, which includes prostitution, labor, slavery, or organ removal." The present study focuses on exploring the phenomena of organ trade and remove organs in Chinese human trafficking.
If performed legally and ethically, organ transplantation is one of the most important breakthroughs in modern medicine, for it either saves lives or destroys them. Instead, if performed through illegal organ trades or organ harvesting, organ transplantation disgraces medical ethics as well as violates basic human rights. Besides, many organ transplantations occur in China, outnumbering America and Canada where advanced in medical technology. Furthermore, the waiting time for organs to transplant in China is even shorter than America. People are wondering why China has many organs to transplant and where these organs come from. All the doubts are deeply investigated and answered in the present study.
Finally, the author hopes to better the understanding of the whole world through the inside story of illegal organ implantations, and the present paper appeals to forbid this criminal conduct.
