以平衡計分卡探討台南地區農會經營管理績效之研究

摘要

農業是台灣的母親，台灣文化與精神機構，台灣農會無疑最具代表性，在台灣近代的發展過程中，台灣農會組織在台灣社會一直扮演著舉足輕重的關鍵角色，台灣的農業發展與地方的社會、產業、政治生態息息相關。本研究以2010年縣市合併升格直轄市後之大台南市共32區農會作為研究目標，台南市地區農會各家農會經營模式及績效不盡相同，目前台南市各區農會一共有32區農會，不僅地緣廣泛並且為全台灣地方組織區域內農會數量最多的縣市，台南地區的農會不僅有都市型態農會、鄉村農業型態的農會因此以台南區域內之農會為主要研究目標，並透過平衡計分卡模式，篩選農會經營環境關鍵因子與計畫執行程序，以達組織之使命並茲歸納研究不僅可代表型態融合性的農會經營指標，並且可以完整分析都市型態農會及鄉村型農會在經營者重視指標的平均值，因應台南地區極端經營的走向，找出經營農會最主要的標準。

In this study, a large , Tainan counties in 2010 after the merger of 32 municipalities upgraded District Farmers' Association as a research goal, Tainan City Area Farmers Farmers various different business models and performance , there will be a total of Tainan City district farmers 32 District farmers' Association , and not only for the whole geopolitical widely within the region where the largest number of Taiwan farmers organization counties , Tainan area farmers will not only urban patterns farmers , farmers rural agricultural patterns , and therefore the area of Tainan the farmers' Association as the main research goals, and through the Balanced Scorecard model, screening farmers operating environment key factor for the implementation of programs and plans to achieve the organization 's mission and hereby induction type fusion research not only on behalf of farmers operating indicators , and can be a complete analysis of urban and suburban types farmers farmers in the average operator attention indicators , in response to Tainan extreme operating trends, identify the most important standard operating farmers
